<span class="text1560Font1" >In January 1987, there was a tragic train crash in Chase,
Maryland. As a result of this accident, 16 people were
killed, 175 people were injured, and Conrail had to pay out
$17 million in damages. After the crash, investigators
discovered that: Both the Conrail engineer and the brakeman
had been smoking marijuana before the crash, the engineer
had missed 52 days of work the previous year, the engineer
had been disciplined 12 times during the previous year, the
engineer had been arrested for driving under the influence
just one week before the crash. How did the engineer's
supervisors miss all the warning signs? What could they
have done to prevent this accident from happening? This
accident occurred only a few months after then-President
Reagan signed Executive Order 12564 creating the Federal
Drug-Free Workplace Program. The tragic consequences of
this train crash focused leadership attention on the
implementation of the Executive Order and created an
impetus for new laws requiring drug and alcohol testing of
