<P><b>The ball is squarely in Management's Court</b></P></font>

<P>Software Development is like the stock market. If you could only
predict what would happen, you'd be way ahead of the game. Having a
<a href="../training/predictable.html"><b>
Predictable Software Development</b></a> organization clearly provides
significant competitive advantage. This has become even more important in
today's tight labor market. And, on this issue, Management must take
responsibility. As observed by Capers Jones:</P>
<P> <FONT SIZE=1>"One of the most important topics in the entire software
quality domain is the relationship between software quality and software
project management. Indeed, Deming, Juran, and Crosby have asserted that
the main source of quality problems can be assigned to management rather
than to technical workers."</P>

<P>Some <b>characteristics of unpredictable organizations:</b></P>

<LI>Low product quality </LI>
<LI>Internal planning for new product releases is difficult </LI>
<LI>Customer Satisfaction generally low </LI>
<LI>Resource planning for future products difficult </LI>
<LI>Employee Satisfaction generally low </LI>
<LI>Marketing unable to effectively plan product rollout </LI>
<LI>Unanticipated bug fix releases needed </LI>
<LI>Revenue projections frequently not met </LI>
<LI>Time to market goals consistently not met</LI></UL>
<P>From working with dozens of companies, I've identified
several <b>root causes of unpredictable behavior.</b> These include:</P>

<LI>Inadequate training </LI>
<LI>Lack of measurement </LI>
<LI>Unrealistic schedules </LI>
<LI>Poor project management </LI>
<LI>Lack of understanding of Customers </LI>
<LI>"Crisis mentality" </LI>
<LI>Rewarding wrong behaviors</LI></UL>
<P>So what can Management do to help make the organization more
predictable? </P>

<LI>Set achievable expectations </LI>
<LI>Develop accurate, realistic schedules then meet them! </LI>
<LI>Follow a documented Software Development process </LI>
<LI>Hold people accountable </LI>
<LI>Proactively Manage Risk </LI>
<LI>Manage Internal and External Commitments </LI>
<LI>Measure what happens</LI></UL>
<P>Managers and Executives must recognize that they have the ability to
change the behavior of their organizations. By learning how to do this,
Managers can significantly improve their organization's
predictability.</P>
