<HTML> <HEAD> <TITLE>Minutes of 2000 Business Meeting</TITLE> </HEAD> <BODY BACKGROUND="carpet.gif" BGCOLOR="#FFFFFF"> <H2> MINUTES OF THE TOPICAL GROUP ON SHOCK COMPRESSION OF CONDENSED MATTER BUSINESS AND EXECUTIVE MEETING </H2> <H2> Thursday, June 22, 2000 </H2> <P> The 2000 GSCCM executive business meeting was called to order at 12:30 PM by Datta Dandekar. Due to travel and attendance issues, this meeting was conducted at the 2000 Explomet conference instead of the traditional March APS meeting. <P> Members in attendance were: Datta Dandekar (chair), Steve Sheffield (chair-elect), Mike Furnish (vice-chair and publications chair), Yuki Horie, Naresh Thadhani (chairs of the upcoming Atlanta Topical Conference), Bill Anderson, Don Curran, Jerry Dick, Toshi Sekine, Davis Tonks, Masataki Yoshida, James Cazamias, Bill Deal, Vitali Nestorenko and Vasant Joshi. <P> The Minutes of the 1999 Business and Executive Meeting were approved. <P> All attendees were reminded that the deadline for nominations for APS Fellows is past for this year (April 1) but for nominations for the Shock Compression Science Award is July 3. Further information is available on the Web at <A HREF="http://www.aps.org/fellowship/">http://www.aps.org/fellowship/</A> and <A HREF="http://www.aps.org/praw/shock/descrip.html"> http://www.aps.org/praw/shock/descrip.html</A>, respectively. <P> The amount of the Shock Compression Science award was debated. Traditionally this has been $2K plus travel expenses, although for Snowbird that was raised to $3K (travel excluded). Datta Dandekar requested a motion to raise this award amount to $3K plus travel expenses. Yuki Horie asked for a clarification of the financial situation (see Treasurers Report, below). A motion to transfer required amounts from the general account was rejected. Yuki then made the motion requested by Datta to raise the award to $3K plus travel, Steve Sheffield seconded, and the motion passed unanimously. <P> The Treasurers Report was briefly presented by Datta in the absence of Mike Boteler, Secretary-Treasurer. The increase in the Restricted Funds is due to a $3500 contribution from the Shock 1999 Conference. <P> Naresh Thadhani moved, and Steve Sheffield seconded, to accept the Treasurers report, and the motion carried. <P> Mike Furnish summarized the Proceedings costs for the 1999 meeting. The total invoice, including the printing of 400 hardbound and CD copies, and AIP generation of the Subject Index, was $33,162.50. Approximately $8,000 of this is for the CD. 298 papers were included in these Proceedings. <P> Naresh Thadhani expressed a view that the CD was unnecessary. James Cazamias asked whether it would be possible for conferees to choose a CD and/or the hardbound volume, as well as suggesting other combinations for library dissemination of this information. Other attendees mentioned various advantages of each format. This topic will be further considered prior to completing the next publications contract. <P> The color option for figures in papers was generally considered to be good (here, the authors or individual institutions bore the $600 - $1200 cost, and were individually invoiced by AIP). However, several attendees suggested that having the cost information prior to the meeting would have made approvals and planning easier. For the 1999 meeting, the color option first became apparent to the Editors immediately prior to the meeting. <P> At this point, Web publication of the Proceedings does not appear to be an option. AIP does not offer such, and copyright laws do not allow us to republish on the Web without AIP permission, which AIP has indicated would not be forthcoming. Publishing with another firm is not a likely option for an APS unit such as ourselves, and publishing via our own copyright is not viable because this offers no vehicle for reaching the public. <P> Student stipends were raised as an issue. It was proposed that they be limited to three per institution. These stipends have been for $599 to cover travel/meeting costs. Vitali Nestorenko questioned the definition of institution (e.g. UC vs. UCSD). Naresh Thadhani said that in 1997 one institution sent 4 students on stipends; in 1999, one requested 5 and was granted 3. He also noted that 8 to 12 students have typically been supported by the Conference; in 1999, this was 25. He feels that postdocs should not be thus supported. The end decision was to leave final selections to the discretion of the appropriate committee (which will be chaired by Vitali Nestorenko for the 2001 meeting), without explicit institution limits. <P> Naresh Thadhani described the site of the 2001 meeting in Atlanta (Renaissance Waverly hotel). There will be a planning meeting for this conference tomorrow (6/23/00). Datta will solicit volunteers for hosting the 2003 meeting, which must be held in the continental U.S. <P> There is only one remaining Award Medallion (these are explosively formed artwork).
