<P><FONT COLOR="#000000"><FONT SIZE="+0">The fact that representatives of
so many countries gathered at the NATO Workshop is of major significance.
It implies that all of us have common concerns and interests and that we
understand the need to put our heads together to review currently evolving
processes in Europe and the world and to consider the future. While this
conference is dedicated to political-military decision making, we will not
confine ourselves to considering only technicalities but will discuss the
subject in the broader context of peace, stability, security, and
cooperation. Thus, we view the conference as another step in developing
and expanding practical cooperation among former adversaries and among
countries of the Euro-Atlantic region.</FONT></FONT> </P>
<CENTER></CENTER>
<CENTER><B><FONT COLOR="#000000"><FONT SIZE="+1">THE NEW WORLD ORDER</FONT></FONT></B></CENTER>
<P><FONT COLOR="#000000"><FONT SIZE="+0">The Cold War and the period of
confrontation between East and West are over. The entire world situation
has changed radically, requiring a new vision and a way of thinking that
is free of old stereotypes. New opportunities await us but also new
uncertainties and even dangers. Fortunately, these dangers no longer
include the possibility of a clash between two military blocs from the
former bipolar world.</FONT></FONT> </P>
<P><FONT COLOR="#000000"><FONT SIZE="+0">The new world order has brought
about ever-growing understanding that completely fresh approaches are
needed to solve the new problems. These approaches must be based on
genuine and equal cooperation and partnership. It is clear that we need to
seek solutions not only in the military arena but in all aspects related
to world stability: policy, economy, democratization, human rights, and
ecology, to name a few. For almost half a century, we looked at stability
primarily through military eyes. This produced only a rigid way of
thinking and stereotypes that continue to prevent us from leaving behind
past mistrust, misunderstanding, and myths.</FONT></FONT> </P>
<P><FONT COLOR="#000000"><FONT SIZE="+0">Recently, however, several new
ideas have appeared that aim to ensure lasting world security and
stability. Among them are Russia's guidelines for European partnership and
security, the Partnership for Peace program, the Pact for Stability in
Europe, and others.</FONT></FONT> </P>
<P><FONT COLOR="#000000"><FONT SIZE="+0">There are also a number of
organizations, both old and new, that work with all aspects of European
security and stability. Among them are the CSCE, NATO, CIS, Western
European Union, NACC, and the Council of Europe. There is no recipe yet
for a system of collective security and stability in Europe and the
Euro-Atlantic region. We have only begun the search for one, but we are
searching actively and dynamically.</FONT></FONT> </P>
<P><FONT COLOR="#000000"><FONT SIZE="+0">Because so much is at stake, it
is extremely important that representatives at the NATO Workshop make good
decisions--we do not want the results of our joint deliberations to create
more problems than they solve. In Russia, we consider very thoroughly all
new security-related ideas and how to aid organizations trying to adapt
constructively to the new realities. By the same token, we also hope and
expect that our ideas will be considered carefully.</FONT></FONT> </P>
<CENTER></CENTER>
<CENTER><B><FONT COLOR="#000000"><FONT SIZE="+1">THE RUSSIAN PERSPECTIVE</FONT></FONT></B></CENTER>
<P><FONT COLOR="#000000"><FONT SIZE="+0">We believe that all countries
should try to get the best out of new ideas. We also feel that, as much as
possible, the activities of the permanent organizations should be
coordinated for the sake of a peaceful, undivided, stable, and prosperous
Europe. This coordination should not be limited to just a few aspects of
the new European system of security and stability, because no one can know
which will be the most important in the long run.</FONT></FONT> </P>
<P><FONT COLOR="#000000"><FONT SIZE="+0">I agree that we will be heading
in the right direction for planning a new future for a new Europe if we
adhere to the detailed principles of the Conference on Security and
Cooperation in Europe (CSCE). Let us not forget that the CSCE was created
almost 20 years ago on the basis of a common vision of a united democratic
Europe--common principles, interests, and fundamental democratic values,
neither Western nor Eastern. The CSCE's formation was an unprecedented
breakthrough, because it reflected the interests of all states concerned.
It is a unique organization because it is the only one that was perceived
and created as an instrument for the various states' community of
interests.</FONT></FONT> </P>
<P><FONT COLOR="#000000"><FONT SIZE="+0">Our task is to proceed
energetically in specifying and implementing the CSCE principles, which
harmoniously unify the interests of military-political, economic, and
humanitarian security and stability. While we in no way wish to minimize
the significance of the military-political dimension, which should play
its role in the broader context of efforts toward new European security
and stability, we believe that maintaining and strengthening democratic
principles is directly and profoundly interrelated with security and
stability.</FONT></FONT> </P>
<P><FONT COLOR="#000000"><FONT SIZE="+0">Russia supports the creation of
a united Europe. This includes strengthening the CSCE, cooperating
economically with the EU, and enhancing political-military ties through
the NACC. Our country is also prepared to join the Partnership for Peace
program, which has a proper place in these processes. The PFP basic
framework document ought to be similar for all participating parties. Due
to certain objective factors, however, including possession of nuclear
weapons, our cooperation with NATO must be based on a serious, substantive
program that will be in the interests of both sides. We hope that, in the
course of further discussions with our NATO colleagues, we will be able to
work out mutually acceptable and practical arrangements.</FONT></FONT>
</P>
<P><FONT COLOR="#000000"><FONT SIZE="+0">It is only natural that Russia
should participate in all major regional and international organizations.
For example, we just joined the Organization for Economic Cooperation and
Development (OECD). In all organizations and forums, we will play an
active and constructive role, implementing the common need for peaceful,
cooperative, stable, and productive development. I am hopeful that the
coming exchanges at this conference will facilitate the advancement of a
new system of stability and security for all of Europe.</FONT></FONT> </P>
