Former United States Secretary of Defense </P>
<P>NATO's new security challenges including risks of proliferation of
nuclear and other dangerous weapons, especially into the countries of
the Middle East and North Africa, leading to real threats to many NATO
countries. Unpredictable governments in some of these countries,
possibly under the influence of religious fundamentalism, may not
respond to rational influence or even deterrence. Therefore, it may be
necessary to assist former Central/Eastern European countries and
former Soviet Republics with defense conversion to discourage and
limit the sources of proliferation. At the same time, defenses against
these weapons should be further developed.</P></TD>

Supreme Allied Commander Europe </P>
<P>Building a new, engaged NATO that will expand peace and security in
the present unsettled times, in order to permit the development of
free and prosperous nations from the Atlantic to the Urals. Facing up
to reality: since NATO faces no immediate threat to its collective
security, its resources have been reduced numerically and its forces
are also less well prepared; but, for the first time in its history,
NATO is engaged in military conflict and suffering casualties. In
these changed circumstances, NATO's member nations must meet the
challenge of subordinating their national interests for the collective
good of the Alliance. The partnership for peace must be implemented
militarily by training forces of countries, including those of central
and eastern Europe, to common procedures, standards, and doctrine,
while instilling common ideals and values in forces of the new
partners. This will permit NATO's new partners, hopefully including
republics of the former Soviet Union and even Russia itself, to
operate within a NATO combined task force in support of peacekeeping
and peace enforcement operations. Provided that the societies of
NATO's Central and Eastern European partners concurrently learn to
permit individual liberties to flourish and their economies to grow
economically, the new partners would contribute to regional and even
global security and--in a natural, evolutionary way--would become
integrated into the social, economic, and security structures of North
America and Europe. Special challenges including proliferation of
dangerous weapon technologies and the growth of religious
fundamentalism, for example, in the Trans Caucasus.</P></TD>
