http://support.microsoft.com/kb/917607. Also, files downloaded from
the internet will get tagged with an alternate data stream (in the file
system; the Zone.Identifier stream) identifying it as from an external
source (and therefore not trusted). The files you extract (via
explorer) from a zip file from the internet will have this set also.
The help file cannot be opened until you right click the file, select
properties and on the General tab you should click the UNBLOCK button (if
the button isn't there it isn't a problem). This is also the same
reason you will get a warning message when opening the replace9.mde file.
If you do the same for this file (UNBLOCK it) it will eliminate this
warning.

version is not at least 2.50.1606 then you need this update.
Note that Microsoft has released more than one version of

would have released a new service pack). So you might think
you have the correct service pack, but the only way to tell

Access 2.0 2-digit date patch (12/19/99)
This is a link to the support note which has a link to
the file Acc2Date.exe; read the support note for installation
instructions. This patch was originally released 5/11/99 and
updated 3 times more before the current release to fix
several problems (so if you got the patch before then make
sure to get it again). The Acc2Date.exe file contains three
updated files that modify the way Microsoft Access 2.0
interprets two-digit years. By default, Access 2.0 interprets
all dates that are entered by the user or imported from a
text file to fall within the 1900s. After applying the
updated files, Access 2.0 will treat two-digit years that the
user enters based on a 100 year sliding date range and
two-digit years that are imported from text based on a fixed
date range.
(If file Msabc200.dll is version 2.03 and msajt200.dll is
2.50.2825 you have this patch.)
