Relevant General and Specialized Experience

Mr. Theune has more than 30 years of experience in program management, technical project direction and leadership of military officer and enlisted personnel, government service employees, military analysts, civilian software and systems engineers, and contractor support efforts; and over 18 years of continuous application of specialized mathematics and optimization techniques in the field of information technology � focused on modeling and simulation.  His most recent involvement is as the Site Manager for the Joint Analytical Support Program, a Joint Staff-sponsored program to support the analytical efforts of the Commanders-in-Chief of the war fighting commands.  In this capacity he led the contractor team in support of the Research and Analysis Division of USCINCPAC at Camp H.M. Smith, Marine Corps Base, Hawaii.  He has supervised and directly managed several large, diverse, and complicated research and development projects dealing with the design and development of tools to assist decision makers and analysts in analyzing courses of action, force structure, and the interaction of actors in combat as well as in the decision making process.  His most recent emphasis has been in the application of operations research techniques and modern technologies to the gaming and simulation of special operations and conventional, amphibious, and low-intensity military conflicts to adjudicate the utility of employment methodologies and attrition in the highly collaborative environment of the analytical cell at USCINCPAC.  Mr. Theune�s personal experience includes detailed investigations of decision theory techniques and the application of mathematics in the simulation environment, specializing in the application of biased exponential algorithms.  He has designed, implemented, and introduced several new and innovative techniques for special operations modeling.

Site manager for Joint Analytic Support Program (JASP) contract as well as lead analyst for the contractor analysis cell in the USCINCPAC analysis division (J081).  Provided overall analysis planning, including defining the problem, development of study plans/measures of effectiveness/assumptions; identifying resources to accomplish analysis; and actively participated in the computer simulations supporting the analysis.
Operated theater level simulations to analyze joint, combined and coalition force issues in the PACOM area of interest � specifically/daily the Integrated Theater Engagement Model (ITEM) and developed databases to support various analysis issues for USCINCPAC.  Led the scenario development for emerging PACOM focus areas and provided guidance with respect to the development of measures of effectiveness and assumptions to formalize study efforts.
Collaborated with analysis agencies around the world to provide timely and accurate analysis with limited resources.  Worked with Joint Data Services (JDS) to research databases, Air Force Studies and Analyses (AFSAA), USSTRATCOM, CAA, CNA, DIA, JICPAC, ARPAC, CINCPACFLT, TRAC-FLVN, Joint Staff, DIA, USTRANSCOM, USSPACECOM, and USFK on a routine basis.

Served in the U.S. Marine Corps for 20 years, primarily as a Naval Flight Officer, in F-4 Phantom fighter aircraft.
