      <h1>JONATHAN STEVENS, VICE PRESIDENT</h1>
      <p>Mr. Stevens is an international leader in the development of performance 
        management systems for infrastructure services. He utilizes his expertise 
        in engineering, economics, finance, environmental analysis and information 
        technology to provide technical leadership in developing management solutions.</p>
      <p>Drawing on his experience in leading high altitude mountaineering expeditions, 
        and using stress/challenge analysis to develop confidence, Mr. Stevens 
        has become a recognized expert in leadership training and enterprise team 
        building.</p>
      <p>In addition, he has more than two decades of experience in planning and 
        development, privatization and public/private partnership development. 
        He has been involved in a wide variety of infrastructure fields, including:

      <h1>EDUCATION</h1>
      <p>Mr. Stevens holds a M.Sc. degree in Civil Engineering from the Massachusetts 
        Institute of Technology, Cambridge, MA, with emphasis on Economics and 
        additional course work in Finance, Urban Planning and Management Information 
        Systems. </p>
      <p>He has also studied management and finance at the Harvard Business School, 
        and the Alfred P. Sloan School of Management (MIT). He has had additional 
        course work at the Harvard Graduate School of Design, the Kennedy School 
        of Government (Harvard), and the Graduate School of Management and Urban 
        Professions at the New School of Social Research in New York, NY. He holds 
        a Bachelors degree in Economics, Natural Resource Management from The 
        Evergreen State College in Olympia, Washington.</p>
      <h1>PROFESSIONAL EXPERIENCE</h1>
      <p>Mr. Stevens� broad experience in economic development and infrastructure 
        spans several continents. In the� early 1980s, he worked on New York City�s 
        massive 42<sup>nd</sup> Street Redevelopment Project and later as a member 
        of consulting team on retainer with the U.S.� Department of Housing and 
        Urban Development with responsibility for structuring cooperative urban 
        infrastructure projects in cities throughout America. Mr. Stevens� emphasis 
        was in devising strategies for public/private partnerships and strengthening 
        the interface among private developers, banks, and urban governments.</p>
      <p>In 1986, Mr. Stevens� moved into international development and spent 
        the next 12 years working for the World Bank. Here, Mr. Stevens performed 
        pioneering work as an Infrastructure Specialist responsible for the development 
        and use of Performance Measurement, Benchmarking and Benefit Monitoring 
        Systems for the Water, Sanitation, Solid Waste, Transport and Urban Services 
        Sectors for various geographic regions. The following are among his accomplishments:</p>
      <font face="Arial, Helvetica, sans-serif" size="+1">Urban Development/Environmental 
      Resources</font> 
      <p><i><b>Performance Measurement for Infrastructure and Environmental Resources, 
        </b></i>World Bank Research Project (Phase II): East Java Bali Urban 2 
        Project (EJBUDP), <i><b>Indonesia</b></i>.� Mr. Stevens designed and implemented 
        user-based performance measures for water, roads, drainage and solid waste 
        management for parts of the EJBUDP. He also assessed infrastructure, institutional 
        capacity and environmental resource management issues. 
      <p><i><b>East Java Bali Urban Development Project.</b> </i>�Mr. Stevens 
        assisted in developing the first GIS-based Decision-Support System (DSS) 
        for evaluating the performance of infrastructure services to both provider 
        and user groups (commercial, industrial, residential). He also conducted 
        a case study of the East Java Bali Urban Development Project, which combined 
        GIS, needs assessment, infrastructure inventory and cost benefit analysis 
        as a Decision-Support System, and which led to a partnership between GIS/Trans, 
        Inc. and the World Bank.</p>
      <font face="Arial, Helvetica, sans-serif" size="+1">Water Resources</font> 
      <p><b><i>Performance-Oriented Decision Support System (PODSS) for the Umgeni 
        Water Utility, Kwazulu, Natal.</i></b> Mr. Stevens designed and implemented 
        this computer-based system -- one of the projects that served as a cornerstone 
        for the development of a World Bank initiative on performance measurement 
        for public accountability.</p>
      <p><b><i>Senegal Long Term Water Resources Project.</i></b> As Infrastructure 
        and Geographic Information System (GIS)/Decision Support Specialist, Mr. 
        Stevens participated in pre-appraisal project design missions and worked 
        with the Water Utility in Senegal to develop criteria for a GIS/Decision 
        Support System and for poverty-stricken areas in Dakar.</p>
      <p><b><i>Africa Water Utilities Partnership (AWUP).</i></b>� Mr. Stevens 
        developed various GIS/Performance frameworks for presentation to Africa 
        Water Utilities Partnership members and moderated a workshop/discussion 
        on those frameworks for implementation in that area.</p>
      <p><b><i>Togo Urban Water Project</i></b><i>.</i> Mr. Stevens assisted team 
        leader in developing Performance Management Framework and rationale for 
        GIS development.</p>
      <font face="Arial, Helvetica, sans-serif" size="+1">Urban Development, Sanitation, 
      Transport</font> 
      <p>Mr. Stevens also has carried out numerous project appraisal missions 
        for infrastructure development, urban development, water, sanitation, 
        and transportation systems as part of the World Bank's South Asia Regional 
        Development Initiative (SARDI) in� Nepal, India, Sri Lanka, Bangladesh. 
        He designed and developed unique, user-level performance measurement and 
        monitoring systems for these projects. </p>
      <p>In addition, he designed and developed transportation sector databases 
        for the Africa Region, South Asia and Southern Africa. These databases 
        have been used for decision support systems for transport investment, 
        transport system management, transport corridor analysis and trade facilitation, 
        among other purposes. </p>
      <font face="Arial, Helvetica, sans-serif" size="+1">Performance Management 
      and Monitoring</font> 
      <p>Mr. Stevens also been involved in forging new techniques for improving 
        infrastructure performance and management. He both conducted research 
        and designed and implemented performance-oriented decision support systems 
        in the U.S. and several countries in Asia and Africa, and has published 
        numerous papers on performance measurement and related subjects.</p>
      <p class=MsoBodyText>A good illustration of Mr. Stevens' broad-based expertise 
        is the <b><i>Metropolitan Manila Public Performance Assessment Project.</i></b> 
        This US$2.3 million World Bank project was based on findings of Mr. Stevens' 
        performance-measurement research projects of the early 1990s. As Senior 
        Technical Adviser/GIS Specialist, Mr. Stevens was responsible for developing 
        Performance and Benefit Measurement Systems for the Metro Manila Water 
        Supply Privatization Project. This included the identification of performance 
        indicators, methods of measurement, data base design, baseline data collection, 
        GIS and GUI design, and institutional development. The project also included 
        the design and testing of a public participation program and benchmarking 
        system and a technology transfer component, which Mr. Stevens carried 
        out in cooperation with the University of the Philippines National Engineering 
        Center.</p>
      <h1><font face="Arial, Helvetica, sans-serif" size="+1">SPECIALIZED EXPERTISE</font></h1>
      <p>Mr. Stevens� specialized expertise includes the design and implementation 
        of training programs in the use of sophisticated Geographic Information 
        Systems (GIS), Decision Support Systems (DSS) and User Level Performance 
        Measurement Systems. For example, he conducted: </p>

        <li> Advanced Arc View and ESRI seminars for the Innovative use of GIS 
          in Durban, South Africa and Manila, Philippines; <br>

        </li>
        <li> Geographic Information System seminars, Johannesburg S.A.; <br>
          <br>
        </li>
        <li> Training Programs for Economic and Social Indicator Development at 
          The World Bank, Washington, D.C.<br>
          <br>
        </li>
        <li> Joint training sessions with United States Geographical Survey and 
          World Bank staff on GIS technology, October 1991. </li>
      </ul>
      <p>Utilizing his expertise in stress/challenge and leadership development, 
        Mr. Stevens has been involved in the development of many applied technology 
        projects which incorporated the concepts of team-building, corporate management 
        and leadership training. 
      <p>He began his career in leadership training at the Outward Bound School, 
        on the North Cascades Mountains in Tacoma, Washington. He has led numerous 
        high-altitude, stress-challenge expeditions in Alaska, North and South 
        America, Europe, and throughout the Himalayas. He also has led many flat-water 
        and whitewater expeditions throughout North America and Asia.� </p>
