<p>Mr. Stevens is an international leader in the development of performance indicators
for infrastructure services in developing countries. In this field he has utilized
his expertise in engineering, economics, and information systems on numerous
projects. He both conducted research and designed and implemented performance-oriented
decision support systems in the U.S., and several countries in Asia and Africa.

<p>EDUCATION</p>
<p>Mr. Stevens holds a Master of Science degree in Civil Engineering from the
Massachusetts Institute of Technology, Cambridge, MA (with additional course
work in Economics, Finance, Urban Planning and Management Information Systems).
He has also studied at the Harvard Business School, MIT Alfred P. Sloan School
of Management, Harvard Kennedy School of Government, Graduate School of Design,
the New School of Social Research, and the Graduate School of Management and
Urban Professions, New York, NY </p>
<p>PROFESSIONAL EXPERIENCE</p>
<p>While working for the World Bank for 12 years, Mr. Stevens designed and implemented
a performance research project, financed by the World Bank for implementation
in four countries. He also developed and implemented� transport corridor analysis
projects for South Asia as part of the South Asia Regional Development Initiative.
This project analyzed both trade facilitation and transport improvements between
the countries of Nepal, India, Bangladesh, and Bhutan. It involved corridor
analysis, traffic forecasting, cost-benefit analysis and impact on poverty.
</p>
<p>A good illustration of Mr. Stevens' experience is the Metropolitan Manila Public
Performance Assessment Project. This US$2.3 million project was developed by
the World Bank based on Mr. Stevens' performance-measurement research in the
early 1990s. </p>
<p>Mr. Stevens was performance measurement and decision-support specialist on
a team organized to design and implement a system to measure the performance
of the privatized water companies under the MWSS Regulatory office. In addition
to developing a state-of-the-art performance system, database and GIS-based
data viewer, the project designed and tested a public participation program
and benchmarking system. This was a combined research and implementation project
funded by the World Bank. Mr. Stevens carried out an important technology transfer
component of the project in cooperation with the University of Philippines National
Engineering Center.</p>
<p>Mr. Stevens carried out several project appraisal missions for infrastructure
development, urban development, water, sanitation and transportation systems.
He designed and developed unique, user-level performance measurement and monitoring
systems for these projects. </p>
<p>He also designed and developed transportation sector databases for the Africa
Region, South Asia and Southern Africa. These databases have been used for decision
support systems for transport investment, transport system management, transport
corridor analysis and trade facilitation, among other purposes. He has also
been involved in forging new techniques for improving infrastructure performance
and management.</p>
<p>Mr. Stevens has designed and conducted training programs in the use of sophisticated
Geographic Information Systems (GIS), Decision Support Systems (DSS) and User
Level Performance Measurement Systems. For example, he conducted: </p>

use of GIS in Durban, South Africa and Manila, Philippines; </li>
<li style='color:#666666;'>Geographic Information System seminars, Johannesburg
S.A.; </li>
<li style='color:#666666;'>Training Programs for Economic and Social Indicator
Development at The World Bank, Washington, D.C., February 1994; </li>
<li style=' '>Joint training sessions with United States Geographical Survey
and World Bank staff on GIS technology, October 1991. </li>
</ul>
<p>Mr. Stevens has been involved in the development of many applied technology
projects which incorporated the concepts of team-building, corporate management
and leadership training. Mr. Stevens has participated in numerous high-stress/challenge
altitude mountaineer all over the Himalayas, South America, Europe, and North
America. He has been involved in many flat-water and whitewater expeditions
throughout North America and Asia. Mr. Stevens has previously run Outward Bound
courses in North Cascade Mountains and stress/challenge leadership training
programs at Challenge/Discovery in Colorado. He was River Guide in the Grand
Canyon and other areas of the Western United States.</p>
<p>Mr. Stevens has published numerous papers on performance measurement and related
subjects.</p>
