<p>Mr. Cook specializes in innovative, state-of-the-art systems development for
infrastructure performance analysis and management.� Over the last 30 years,
he has managed a range of international and domestic projects in related fields.

<p><span style='font-family:Arial'>His background in engineering, planning, systems
analysis and information systems development combined with his project management
and team leadership skills has helped guide several large and complex projects
to successful completion. He has also contributed to the research on performance
measurement for public service provision and trained national-level teams for
the analysis of infrastructure projects in developing countries.</span></p>
<p><span
style='font-family:Arial;"Times New Roman"'>EDUCATION</span></p>
<p><span
style='font-family:Arial;"Times New Roman"'>Mr. Cook holds a Bachelor of Science
degree in engineering from Massachusetts Institute of Technology, and a Masters
in Business Administration from Harvard University. In addition he was a Fellow
in the Special Program in Urban and Regional Science at MIT and conducted a
graduate-level course at MIT (jointly between the Civil Engineering and Urban
Studies and Planning Departments) in 1987-88.</span></p>
<p><span
style='font-family:Arial;"Times New Roman"'>PROFESSIONAL EXPERIENCE</span></p>
<p><span
style='font-family:Arial;"Times New Roman"'>While working for major international
engineering/economics/planning firms, information technology firms and the World
Bank, Mr. Cook has carried out projects and programs ranging from feasibility
studies to regional and national infrastructure planning studies, to systems
analysis and performance measurement systems, policy analysis and economic sector
analyses. He has worked in both public and private sectors in fifty-two countries
around the world, including Europe, Asia, North and South America and Africa.</span></p>
<p><span
style='font-family:Arial;"Times New Roman"'>For PM Global Mr. Cook has managed
and participated in two large decision-support projects in the infrastructure
field in the Philippines and India. These projects have developed innovative
information systems and databases for measuring performance and looking at the
cost-benefit analysis and GIS-based user-friendly interfaces. In addition, he
was Senior Technical Advisor on a Regional Transport Corridor Study in South
Asia, which evaluated alternative corridors for trade facilitation and poverty
reduction. </span></p>
<p><span
style='font-family:Arial;"Times New Roman"'>Mr. Cook's broad experience in designing
and implementing complex performance assessment and decision support systems
is illustrated in the examples below: </span></p>
<p><span style='font-family:Arial;"Times New Roman"'>METROPOLITAN MANILA PUBLIC
PERFORMANCE ASSESSMENT PROJECT<span style='text-transform:uppercase'>.</span>
Mr. Cook was project manager of a team that was organized to design and implement
a system to measure the performance of the privatized water companies under
the MWSS Regulatory office. In addition to developing a state-of-the-art performance
system, database and GIS-based data viewer, the project designed and tested
a public participation program and benchmarking system. This was a combined
research and implementation project funded by the World Bank. Mr. Cook also
managed an important technology transfer component jointly with the University
of Philippines National Engineering Center.</span></p>
<p><span style='font-family:Arial;"Times New Roman"'>INDIA RAILWAYS LONG RANGE
DECISION SUPPORT SYSTEM PROJECT<span style='text-transform:
uppercase'>. </span>As project manager of a team composed of several companies
and consultants, Mr. Cook helped to design and implement the first decision-support
system implemented by Indian Railways, which combined modeling of the rail system
on two levels, cost-benefit analysis, performance measurement and capacity planning.
This has given the IR the ability to plan for cost-effective investments that
respond to future demands on the railway system. This resulted in a state-of-the-art,
GIS-based system linked to a series of analysis models that have increased the
ability of the Railway Board to carry out their functions and to present major
conclusions in convincing form to other government bodies. Mr. Cook also developed
a similar system for China Railways.</span></p>
<p>CALIFORNIA DEPARTMENT OF TRANSPORTATION.
Working for the California Department of Transportation (Caltrans),�
Mr. Cook was project manager of a team responsible for developing the first
comprehensive Intermodal Transportation Management System (ITMS) that will meet
the performance measurement requirements of Federal legislation. The team was
entirely responsible for the ITMS�s GIS framework and interface, as well as
much of its innovative intermodal planning and performance measurement functionality.</p>
<p>Mr. Cook has also carried out a number of small, medium and large projects
in the international sphere. These included national transportation studies,
regional transportation corridor studies, river basin development and environmental
analysis, information systems design and implementation projects. Between 1988
and 1992, Mr. Cook worked for the World Bank as a long-term consultant and participated
in research projects on the evaluation of performance measurement for infrastructure
services, as well as project appraisal teams in China, India and Southern Africa.</p>
