<strong>John F. Hennigan</strong> joined MiCRA in June, 2014. He is an experienced former government executive, 
         economic analyst, and policymaker on aviation and other transportation industries, government budgeting and 
         finance, and Infrastructure Financing. Over his career he has continually demonstrated in-depth analytical 
         skills and leadership abilities in increasingly diverse and challenging assignments working for government 
         agencies, Congress, and the private sector. He has testified on economic and regulatory matters, has been a 
         contributing member of critical national or global transportation and environmental policy studies, and has 
         served as an expert to the US Congress on financial matters related to transportation modes.

Before joining MiCRA, Dr. Hennigan worked at the Department of Transportation and the Federal Aviation Administration 
(FAA) from 1991 to 2014 serving in various senior transportation policy or finance positions and as a staff member of 
critical governmental studies of aviation related issues.

Dr. Hennigan was selected to participate in the White House sponsored President's Commission on Executive Exchange 
program for the year 1990. He was assigned to work directly with the Transportation Marketing Department of the IBM 
Corporation for one year.

Prior to that, Dr. Hennigan worked at the U.S. Interstate Commerce Commission (ICC) from 1976 to 1990. Positions held 
included Director, Office of Economics, Senior Advisor to the Chairman, and earlier as a senior Economist. He actively 
participated in analytical studies, various work groups, and legislative drafting efforts that ultimately resulted in the broad economic deregulation of US surface transportation modes starting in 1980. This included railroads, motor carriers of freight and passengers, inland water carriers, freight forwarders, and transportation brokers.

His first professional assignment after graduate school was from 1973-1976 with Van Scoyoc & Wiskup Inc., in 
Washington, D.C. He was an economic consultant in utility rate setting cases. He conducted economic analysis and 
prepared testimony on electric, gas and telephone rate cases before State and Federal Regulatory Commissions.
