<strong>Richard Chandler</strong> performs a wide range of engineering consulting service
for the telecommunications industry. He has worked extensively in the wireless
communication area, studying Personal Communications Network architectural
issues, including radio segment structures, backhaul networks, and interconnection
issues. Recently, Mr. Chandler developed sophisticated telecommunications
network models for use in determining the costs of telephone service, including
local and toll. He is the principal developer of the Hatfield and HAI Models
commissioned by MCI and AT&T for use at the state and national levels
in supporting interconnection and universal service filings, and he developed
cost models for xDSL and packet switching network overlays. <br>
<br>
Mr. Chandler has authored numerous affidavits and declarations dealing
with a variety of telecommunications technologies in several state, federal,
and court proceedings. In addition, he was an expert technical witness
on behalf of a major electronic equipment manufacturer in a major lawsuit
involving paging technologies, and he has testified before state regulatory
commissions in matters regarding telecommunications switching, transport,
and packet switching technology. He is currently a Senior Vice President
of HAI Consulting Inc. (previously Hatfield Associates), which he joined
in 1986. Prior to this he was a Vice President – Network Engineering
at Skylink Corporation as Vice President - Network Engineering, where he
developed ground system control and switching architecture and user terminal
requirements for the proposed Skylink satellite network. <br>
<br>
He has served as an adjunct faculty member at the University of Colorado
and the University of Denver and has taught graduate-level courses in telecommunications
technology, including wireless communications as well as digital circuit
and packet switching and transmission topics.<br>
