In California, near San Francisco. In Verdurian, would that be something
like "Zhesai California, pak San Fransisco"? I have a feeling that 'pak'
doesn't quite work that way.

Quite right (it's an adjective, not a preposition). So you'd say
co San Fransiscon (with the dative). If you live very near
the city, you could also say u San Fransiscon.
