This form allows you to convert the Chinese character encoding
scheme in a file on your computer. You can either type in the path to
the file in the "File Name" field, or click on the "Browse" button to
select the file you would like to convert. It will return that file
to the web browser, with the encoding switched from GB or HZ to Big5
or UTF-8, Big5 to GB, HZ, or UTF-8, or between GB and HZ. Once the
file appears, the user can select "Save" on the web browser menu and
save the results to a separate file.

As far as I know, this application will only work on Netscape 2 and
above. If anyone has success with it using Microsoft's Internet
Explorer, please let me know. Please also let me know of any bugs you
find or of any improvements you would like to see.
