EDUCATION  BS Aerospace Engineering, University of Virginia:  Theoretical fluid dynamics, propulsion, statistical thermodynamics, indeterminate structures, nuclear engineering.  He was selected to present his undergraduate thesis, Preliminary Design of a Sputtering Engine for Space Travel, at the national AIAA student conference.  

SUMMARY   Mr. Kait is an Aerospace Engineer with considerable experience in satellite communications, HF radio communications, and voice and data communications for military and FAA projects.  Some of recent assingments included design of a magnetic navigation system, exercise and documentation of a spectrum analyis tool and analysis and report of a data security problem at US Treasury HQ.  Military programs included MILSTAR, DSCS, Trident Submarine Radio Room system engineering.  Mr. Kait's FAA projects include Voice Switch, Next Generation Communications, FAA Communications Satellite System and Gulf of Mexico Communications.   <br><br>

OBJECTIVE  Mr. Kait is interested in obtaining a full time engineering or systems engineering position requiring excellent analytical, writing and communication skills.  He is also interested in positions requiring trade studies, cost benfit analysis and technology assessment.

July-September 2004  Alcosys, Inc., Arlington, VA  Beverly Allen, President.  Treasury HQ, Washington, DC.  Wrote the Final Report for the Chief Information Officer regarding a security issue that occurred on Treasury HQ local area network.  He interviewed staff to determine the extent of the initial security event and the status of the Treasury response to the event.  He made the presentation to the Chief Information Officer and staff in Sept 2004.<br><br>

July-Oct 2003 - Genco, FAA TAC2 - He attended coordination meetings, reviewed/commented technical documents for FAA Next Generation Communications Program Office.  Northrop Grumman Manager Roy Hodges, Supervisor Ted David.<br><br>

April 1999 - March 2002  Lockheed Martin Corp.  Fairfax, VA - Staff Engineer - He developed the initial description and theory of operation for a magnetic navigation system for the customer; his design was selected by the customer for operation.  He documented the loading procedure and operating capabilites of a Spectrum Analysis tool (Midas), and was primary author of Lockheed Martin's Technical Capabilities Assessment for Homeland Security in 2002.  He was Sr. Coordinator of the Learning Center, which grew from 4 to 44 members during his two years in that position.<br<br>

1997-99 FAA  RMS.  Mr. Kait was Senior Engineer at 4th St. SW, Washington, DC.  System Engineering for FAA projects, including weather data distribution (OASIS).<br<br>

1995-97 Julie Thomas, Quadratec, McClean, VA - Engineering support for RCOM (Recovery Communications) Program office for HF and VHF national networks.  Portals Building, Washington, DC.<br><br>

1993-95  ICE, Josephine Dumay, President.  Mr. Kait worked on RCOM (Recovery Communications), esp. HF radio communications.  He performed high speed network timing analysis; he also wrote Fiber Optics Handbook, Specification and Fiber Optic policy documents for the FAA program office. <br><br>

1991-93  BDM.  He designed FAA's national communications satellite system (FAATSAT), wrote the initial study that identified circuits/services for the satellite system and determined bandwidth and satellite terminal requirements.  He was also responsible for technical review all FAA programs (Fucshia Book).<br><br>

1987-1990   Arinc Research - FAA System Enginering Contract under Martin Marietta.  He wrote initial satellite communications white paper for FAA.  Lead author of Transmission System Trade Off Study - Fiber Optics, Satellite, Microwave - for FAA backbone network.  He developed the test scenarios for FAA technical Center for evaluating the effect of communications satellite delay on flight controller voice operations.<br><br>

1985-87 Vienna - Feasibility Study for Red Cross satellite program.  He gathered requirements from Red Cross customers and helped develop the initial satellite network solution.  He also performed testing of a large classified software program.<br><br>

1981-85  Computer Sciences, Falls Church, VA.  Submarine Communications, ELF, Defense Comm Sat. System, continued work on the Multiplexer software program that optimized final uplink data rate for DSCS satellite system.  He also analyzed and documented spread spectrum communications link budget equations.<br><br>

1978-1980 - Mandex, Inc.  Thomas Slivinski, TDM Multiplexer Program for Defense Comm. Agency.  He Analyzed and overhauled software that minimized transmission data rate for DSCS satellite system. <br><br>

1974-78  Goddard Space Flight Center, Senior Mathematician - Radar tracking data analysis; real time satellite operations; he trained controllers, wrote satellite operations document, supported launch and pre-lauch activities and was analyst for ISEE (International Sun- Earth Explorer) series of scientific satellites.<br><br>

Foreign Technolgy Div, Wright- Patterson AFB 1967-1970 - Aerospace engineering, reverse engineering of missiles, aircraft and re-entry vehicle dynamics.<br><br>
