March 14, 2005 By FEDEX

The Honorable Thomas Reilly
Attorney General
Commonwealth of Massachusetts
One Ashburton Place
Boston, MA 02108

Dear Attorney General Reilly;

Re: Philip G. Haddad, Jr. Funeral Director #5300

I herewith request an independent investigation into allegations,
accusations, actions taken, and actions not taken, the willful and intentional
withholding of evidence and documentation by the Board of Registration in
Funeral Service and the Division of Professional Licensure (knowing full
well how damaging it was to their case and the conspiracy the State Board
in Funeral Service has become a party to), the abuse of its power resulting
in actions that have adversely impacted a Community (specifically the Eastern
Orthodox Community of Central Massachusetts representative of more than
24,000 parishioners), becoming a pawn of one or more local funeral directors
in their vicious attempts at character assassination of one in their own
profession for their own personal gain, and intentionally delaying the show
cause hearing until one of their own – the Chairperson – John
J. Kazlauskas – a central figure and perpetrator in the case died
on Friday, March 4, 2005. (Order to Show Cause was issued on June 29, 2004
– 9 months ago).

I have assembled a chronology of documents, tapes, transcriptions, and
correspondence to and from the State Board in Funeral Service and the Division
of Professional Licensure to support an independent investigation, which
we believe to be nothing less than a colossal conspiracy on behalf of ALL
members of the State Board in Funeral Service and its investigative division
and staff.

For more than fifteen (15) months, the Eastern Orthodox Community of Central
Massachusetts has been deprived of the services of the ONLY Eastern Orthodox
Funeral Director in Central Massachusetts; due to the lack of fairness and
justice during this “witch hunt” on behalf of others in the
industry with ulterior motives. The disaster stories Eastern Orthodox Families
now live with as a result of a death in their family during this period
and no one proficient in the funeral traditions in the Eastern Orthodox
Church to adequately serve them will live forever as a result of the actions
and lack thereof by the directors with personal agendas. The State Board
in the person of its Chairman and investigator (in addition to All members
of the State Board of Funeral Service) used and abused the power of their
office clearly demonstrating bias, prejudice, and lacking any sense of fairness
and justice in positions wherein these characteristics are essential in
order to serve in the positions they hold or held.

Inasmuch as I have not heard back from Ms. Lindstrom and have only a courtesy
response from Governor Romney (copies attached), I seek not only an immediate
and impartial investigation into the process and actions taken by the State
Board in Funeral Service, but also request that the Show Cause Hearing (if
it ever comes to this point) be held in Worcester within 30 days
before an impartial administrative entity that has NO association with the
State Board in Funeral Service of the Division of Professional Licensure.

For your information and as a result of virtually no cooperation from the
State Board and Division of Professional Licensure, I have created the web
site www.justiceatwhatprice.com and intend to put all pertinent
data on the site and to market the web site to the public and media in the
event fairness and justice are not brought into the process and soon.

Attorney General Reilly, your reputation for fairness and justice is well
known. I come to you for nothing more as does the Eastern Orthodox Community
of Central Massachusetts; which until now has been quiet and reserved at
my bequest until our investigation was complete. Our investigation is now
complete and the colossal conspiracy, as well as ALL the facts, are screaming
to be heard.

I ask that you listen. I ask that you initiate an impartial investigation
into the Board of Registration in Funeral Service and the Division of Professional
Licensure regarding Philip G. Haddad, Jr.; License number 5300 and complaints
filed by Mrs. Mangsen (Nordgren Memorial Chapel) EM-04-124, EM-04-125, and
EM-04-184 to include actions taken and lack of timely action by THE BOARD
and DIVIDION of PROFESSIONAL LICENSURE.

I look forward to hearing from you in the very near future.

Best regards,

Signed

Update - April 25, 2005 - will include a
chronology of events and correspondence leading up to & through actions
taken by and on behalf of funeral directors and members of the State Board
in Funeral Service, Commonwealth of Massachusetts – correspondence
and copies of which shall then be shared with local and national media.
At that time, the names of funeral directors, names of funeral homes, and
copies of their statements made shall be shared with you and the media.

As I have stated in previous updates, character assassins rank
amongst the most vicious and evil beings on this earth. They MUST and WILL
BE held accountable for their statements and actions.
