    <p>Have you ever heard the expression, &#8220;You can&#8217;t fight City Hall&#8221;? 
      I&#8217;m sure you have. What does this statement mean? I asked a number 
      of civil servants at the federal and state levels to offer up their true 
      beliefs, understandings, and experiences and to tell me if they believed 
      it was possible to fight City Hall and win. I shall share a number of their 
      observations with you, while at the same time keeping their identities confidential.</p>
    <p>As you may or may not know, I retired from federal service after 32 years 
      of exemplary service with the U.S. General Services Administration (15 years) 
      and the Department of Defense (17 years). During my time with GSA, I was 
      trained as a Grievance Examiner and served in this capacity for a number 
      of Grievance Complaints &#8211; each outside of Region 1 where I resided 
      and where I was employed. The federal government did not wish to give the 
      perception of bias, prejudice, or favoritism by having a Grievance Examiner 
      review a grievance complaint in the region where he/she could potentially 
      know or were exposed to one or more parties to the grievance issue. </p>
    <p>With this in mind and sensitized to reality in the federal arena, I contacted 
      two federal civil servants at the federal level &#8211; one in Washington 
      and one in New England and asked each &#8211; &#8220;From your experience 
      and from your observations, can you fight City Hall&#8221;?</p>
    <p><strong>Region 1 (New England federal employee)</strong> &#8211; &#8220;Mr. 
      Haddad, although it is difficult, yes, you can fight so-called City Hall 
      at the federal level, but it can be difficult (if not impossible) if you 
      haven&#8217;t kept accurate records and documented issues as they happened 
      with dates, times, and specific instances to support your position. The 
      Federal Government has &#8220;Fraud Hot-Lines&#8221; and direct lines created 
      to Inspector Generals (I.G.&#8217;s) for reporting adverse instances of 
      fraud and abuse etc.&#8221;</p>
    <p><strong>Washington Federal Employee</strong> &#8211; &#8220;Mr. Haddad, 
      your question is very timely. Yes, you can fight City Hall at the Federal 
      Level, but you had better have deep pockets. You stand a better chance of 
      getting justice at the lowest levels, as the federal system looks unkindly 
      on adverse actions on those who can least afford to fight back. With that 
      said, all too often those at the lowest levels crack under the thoughts 
      of fighting the system and more often than not succumb to the self imposed 
      pressure of what it will take to fight City Hall&#8221;. If only they could 
      hang in and maintain their health and sanity in the process, they could 
      fight City Hall (the system) and ultimately win justice.&#8221; </p>
    <p><strong>I then turned to the Commonwealth of Massachusetts.</strong></p>
    <p><strong>Former Attorney (Retired) at the State House in Boston</strong> 
      &#8211; &#8220;Mr. Haddad, I would not be providing you with my observations 
      were I presently employed by the Commonwealth, but your question &#8211; 
      &#8220;Can you fight City Hall&#8221;, assuming you mean at the State Level, 
      it is more difficult than most imagine when they consider seeking justice 
      when they believe they have been wronged. The State Administration has limitless 
      resources and along with its powers (real or perceived) can and most often 
      does &#8220;crush the individual&#8221; with the system, which is not consumer 
      friendly. My observation is the system is sound, but corrupt personnel within 
      the system compromise the system at the expense of the individual wronged 
      &#8211; and more often than not get away with it. I apologize for being 
      so negative, but unfortunately every word I have said is the absolute truth.&#8221;</p>
    <p><strong>State employee (administrative position) in Boston</strong> &#8211; 
      Mr. Haddad, in response to your question, &#8220;I would not recommend fighting 
      City Hall at the state level&#8221;. I have been with the Commonwealth for 
      almost 20 years, and so often I return home from work sick to my stomach. 
      The in-fighting, the corruption, and the politics are getting worse, if 
      you can imagine that. I could write a book about the many instances where 
      a person wronged was forced into submission by the system &#8211; and those 
      in the system and behind the wrongful acts &#8220;gloat in their actions 
      because they beat up and won&#8221; using the system to cover up their incompetence. 
      More than once I wanted to expose these people; but if I did, my career 
      would certainly be over and with two in college my husband and I could not 
      afford for this to happen. (Yes, Mr. Haddad, the whole situation does bother 
      me greatly). </p>
    <p>The overall response was<strong><em> &#8220;not the system, but corrupt 
      persons manipulating the system will beat up the wronged individual 99% 
      of the time&#8221;.</em></strong> It is a fact that although the individual, 
      who has been unjustly denied his/her rights, wishes to fight for justice; 
      corrupt persons within the system make this process to justice so difficult 
      and disconcerting for the individual to continue on that the wronged individual 
      &#8220;throws up his/her arms in surrender to preserve his/her health and 
      limited resources while justice evades them. </p>
    <p>I must admit on more than one occasion, I too was ready to throw in the 
      towel. At one point, I had expended more than $300,000 and had little progress 
      to show for it. I had been advised that the corrupt persons manipulating 
      the system would bankrupt me (and that advice was more accurate than not). 
      Just prior to throwing up my arms and surrendering to the system, one morning 
      I looked long and hard into the mirror and realized I could not ever again 
      look with honor and integrity at myself in the mirror if I were to give 
      into a conspiracy, corruption, incompetence, and an attempt to blatantly 
      cover-up illegal and unethical actions by others who violated their oath 
      of office at my expense.</p>
    <p>I do not necessarily profess to be a &#8220;Winner&#8221;, but <u><strong>I 
      will Not Quit</strong></u>; when I know I am right, and I have the truth 
      on my side. Were I to quit, and allow corrupt persons to win by beating 
      me down with all the &#8220;tools&#8221; and unlimited resources at their 
      disposal within the system, I would not only be a &#8220;quitter&#8221;, 
      but I would be a &#8220;loser&#8221;. As you know by now, if you are a follower 
      of this web site, I have expended almost $1M (while the Commonwealth has 
      wasted $3M est. of taxpayer dollars in their attempt to cover-up the conspiracy, 
      the corruption, and their incompetence). </p>
    <p>Justice, and an endless array of sunlight, shall soon shine on each and 
      every detail of a corrupt process sanctioned by persons corrupted by their 
      own actions, and now faced with nothing but the truth &#8211; the same truth 
      for which they were blinded by the darkness they brought to the process. 
    </p>
    <p>I leave you with this story, its origins certainly not mine, and I am unaware 
      as to whom to denote credit. It goes as follows:</p>

	<h2 align="center"><strong>&#8220;Can You Sleep While The Wind Blows?&#8221;</strong></h2>
    <p align="center">Years ago, a farmer owned land along the Atlantic seacoast.<br>
      He constantly advertised for hired hands. Most people were reluctant to 
      work on farms along the Atlantic. They dreaded the awful storms that raged 
      across the Atlantic, wreaking havoc on the buildings and crops.</p>
    <p align="center">As the farmer interviewed applicants for the job, <br>
      he received a steady stream of refusals.</p>
    <p align="center">Finally, a short, thin man, well past middle age, approached 
      the farmer. &quot;Are you a good farm hand?&quot; the farmer asked him.</p>
    <p align="center">&quot;Well, I can sleep when the wind blows,&quot; answered 
      the little man.</p>
    <p align="center">Although puzzled by this answer, the farmer, desperate for 
      help, hired him. The little man worked well around the farm, busy from dawn 
      to dusk, and the farmer felt satisfied with the man's work.</p>
    <p align="center">Then one night the wind howled loudly in from offshore. 
      <br>
      Jumping out of bed, the farmer grabbed a lantern and rushed <br>
      next door to the hired hand's sleeping quarters. He shook the little man 
      and yelled, &quot;Get up! A storm is coming! </p>
    <p align="center">Tie things down before they blow away!&quot;</p>
    <p align="center">The little man rolled over in bed and said firmly, <br>
      &quot;No sir. I told you, I can sleep when the wind blows.&quot;</p>
    <p align="center">Enraged by the response, the farmer was tempted to fire 
      him on <br>
      the spot. Instead, he hurried outside to prepare for the storm.<br>
      To his amazement, he discovered that all of the haystacks had <br>
      been covered with tarpaulins. The cows were in the barn, the chickens were 
      in the coops, and the doors were barred. </p>
    <p align="center">The shutters were tightly secured. Everything was tied down.</p>
    <p align="center">Nothing could blow away. The farmer then understood what 
      his hired hand meant, so he returned to his bed to also sleep while the 
      wind blew.</p>
    <p align="center"><strong>Moral of this Story<br>
      </strong>When you're prepared spiritually, mentally, and physically, <br>
      you have nothing to fear. Can you sleep when the wind blows through your 
      life?<br>
      The hired hand in the story was able to sleep because he had secured the 
      farm against the storm.</p>
    <p align="center">We secure ourselves against the storms of life by grounding 
      ourselves in the Word of God and prayer. We don't need to understand, we 
      just need to hold His hand to have peace in the middle of storms.</p>
