The State Board of Registration of Funeral Directors and Embalmers is comprised
      of the following individuals:

Ms. Kathy Cartmell-Sirrico - Chair

Mr. Edward Mazur - Secretary

Mr. Ralph A. Barile - Member

Ms. Judith McCarthy - Public Member

Mr. John Bresnahan – Investigator

The State Board in its infinite wisdom decided to file a complaint against
me number EM-06-015 dated October 20, 2005. In order for the State Board
as a Board of Registration to issue a complaint, one would believe the Board,
comprised of the aforementioned individuals, reviewed and approved the complaint
      prior to its issuance.

The Division of Professional Licensure clearly states on its application
for complaint that any submission should be typed or printed; yet complaint
      # EM-06-015 issued to me by the State Board itself was handwritten and illegible
      – so much so that I, and my attorneys, were unable to read the description
      of the incident in question.

The following documents to include the cover letter from Mr. Bresnahan,
Investigator for the State Board along with the complaint, markings on the
complaint made by me after attempting to decipher the essence of the complaint,
correspondence from me to the State Board returning the complaint for clarification,
the response from the State Board and Mr. Bresnahan (unsigned), and a cover
letter from Atty. Daniel P. Flynn, Bowditch & Dewey LLP along with my
      response to the complaint.

The issue to be noted here is not one of competence or incompetence, for
it is evident in the dealings we have had with the State Board in the past
two (2) years that there is a serious “Crisis of Confidence
and Competence” in their inner circle. Yet this is an
      issue for another time.

Incorporated in the Order to Show Cause and for which we have requested
a hearing more than sixteen (16) months ago, the issue addressed in this
most recent complaint was to be addressed at the hearing. Please re-read
the correspondence from Atty. Flynn to the State Board dated November 4,
      2005.

Just another “case of harassment”
on behalf of the State Board? You be the judge!

Next Update - November 19, 2005 – at which time
I will present a chronology of events and contacts with our illustrious
elected and appointed state officials; the majority of whom could care less
for the on-going corruption at the State House – and yet these same
individuals want your vote and financial support so they can continue to
      “feather their bed” while corruption
runs unchecked at the State House.

I will ask the hard but necessary question – “At
what point do we hold these elected and appointed State Officials accountable
for their actions, and, in some cases, ‘lack thereof’?”

Don’t miss the answer!

Respectfully,
Philip G. Haddad, Jr.
