<p class=MsoBodyTextIndent>Before 1914, all drugs in <st1:country-region><st1:place>America</st1:place></st1:country-region>
were legal, taxed, and sold through licensed pharmacies. Doctors dispensed
cocaine and heroin, and clinics provided treatment or maintenance doses for
addicts. There was no drug war, and no epidemic of drug users in prison or out
on probation. The number of hard core heroin addicts averaged about 1.3 percent
of the population. </p>
<p class=MsoNormal style='text-indent:.25in'>After 1914 with the passage of the
Harrison Narcotics Act, everything changed. Possession of these substances
without a license became a crime. The Federal Bureau of Narcotics (FBN) formed
to carry out the task of purging these substances from our society. They arrested
doctors who broke the rules and by 1920 forced all drug clinics to shut down.
Control shifted from the states to the Federal Government.</p>
<p class=MsoNormal style='text-indent:.25in'>For 93 years, the Federal
government has tried to impose drug prohibition on Americans who continue to
disobey their drug laws. More than 20 million have served prison sentences. </p>
<p class=MsoNormal style='text-indent:.25in'>The effort to eradicate mood
altering, pleasure inducing substances from American society began within the
states and eventually found a home in the Federal branch of the Treasury � the
DEA.</p>
<p class=MsoNormal style='text-indent:.25in'>Today we have reached the point
where the Drug Enforcement Administration has become so powerful that even a
direct vote by the citizens within a state to end a failed drug policy has no
impact on Federal enforcement.</p>
<p class=MsoNormal style='text-indent:.25in'>In spite of increasingly invasive
drug testing, home invasions, and surveillance, both at home and abroad the DEA
intercepts about 1% of the illegal traffic. This means that 99% of outlawed
drugs remain available and profitable as ever. The addiction rate to heroin
remains steady at 1.3%. </p>
