      The International Symposium on Remote Sensing of Environment was first convened 
      in Ann Arbor, Michigan in 1962 by the Willow Run Laboratories of the University 
      of Michigan. The Symposium brought together scientists from around the world 
      to exchange technical information on an emerging technology called remote 
      sensing, a technology which provided the capability of viewing the Earth 
      from high-altitude aircraft, and which could ultimately be adapted to spacecraft. 
      Since that meeting in 1962, twenty four additional symposia were convened 
      at various venues throughout the world by Willow Run Laboratories and its 
      successor organization, the Environmental Research Institute of Michigan 
      (ERIM). In 1994, ERIM, in consolation with an international advisory committee, 
      elected to foster the establishment of an independent non-profit corporation 
      for the specific purpose of convening the symposia every two years. The 
      organization was incorporated in the state of Maryland in March 1995 as 
      the International Symposia on Remote Sensing of Environment, Incorporated 
      (ISRSE). In 1996, ISRSE was approved by the US Internal Revenue Service 
      as a non-profit educational institution under Section 501(c)(3) of the U.S. 
      Internal Revenue Code. William Brown, Robert Miller, and Jim Weber were 
      named Directors of ISRSE. Jim Weber was named President and Chief Executive 
      Officer of the corporation, responsible and liable for all activities carried 
      out by the corporation. In August of 1998, the ISRSE was renamed the International 
      Center for Remote Sensing of Environment (ICRSE) to reflect the addition 
      of the Remote Sensing Core Curriculum (RSCC) and other remote sensing activities 
      to the corporation. Timothy Foresman was elected to the Board of Directors 
      of ICRSE. The Center was then located on the University of Maryland Baltimore 
      County south campus. The Center was located on the University of Maryland 
      Baltimore County south campus.The Center, under the direction of the Board 
      of Directors, continues as the legal entity of the corporation, responsible 
      and liable for all activities carried out by the corporation. The Symposia 
      series continues to be guided by an international executive committee comprised 
      of experts in the field of remote sensing. In January of 2000, the Center 
      signed a Letter of Intent with the International Society of Photogrammetry 
      and Remote Sensing (ISPRS) to strengthen cooperation and coordination (Attachment 
      1) and in July of 2000 the General Assembly of ISPRA approved the Installation 
      of the executive committee to the ISPRS Council. Alexander Tuyanhov serves 
      as Chairman of ICORSE. (Attachment 2) In October of 2000, Charles Hutchinson 
      was elected to the Board of Directors and was appointed President and CEO 
      of ICRSE. Jim Weber was elected Chairman of the Board of Directors. The 
      Board of Directors approved the location of ICRSE headquarters in Columbia, 
      MD, with the secretariat of ISRSE to be located in Tucson, AZ (Attachment 
      3). The Tucson office will be dedicated to ISRSE. All corporate matters, 
      as well as any other activities not associated with ISRSE will be dealt 
      with by the Columbia office. Each office will maintain a separate overhead, 
      accounting system, and bank account. The Columbia Office will provide an 
      annual accounting and tax statement for all ICRSE activities, including 
      ISRSE, to the Board of Directors. The Tucson office will provide an annual 
      accounting of all ISRSE revenues and expenditures to ICORSE as well as to 
      the ICRSE Board of Directors.
