<p class="MsoBodyTextIndent"><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">When
most of us begin a new job, we are shown, or given, a copy of the Employee Handbook
telling us of our rights and responsibilities as employees. When we start work
in our new department, we often find an Operating Manual showing us the processes
and procedures about this department�s operations. And often we find additional
manuals and guidebooks telling us how to understand specific subjects or perform
certain projects. </font></p>
<p class="MsoNormal"><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">All
of these documents and volumes are very valuable, they help us to understand
and to do our jobs better. But is there any significant area not covered
by �How to Manuals?�</font></p>
<p class="MsoNormal" style="text-indent:0in"><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">Question:
What questions normally plague us more than any other? What important job related
subject would you like to, or need to know more about? </font></p>
<p class="MsoNormal" style="text-indent:0in"><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">Answer:
How to satisfy or please the boss! Whatever the project, task or function
we are working on, at some point brings up this question; �Is this the way the
boss wants it? Will this please or disappoint the boss? Is he/she more
interested in quality, efficiency, cost or speed? Do I understand her/him?
What does she/he expect of me? What do they want? How should I handle
my boss?</font></p>
<p class="MsoNormal" style="text-indent:0in"><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">Doctor
Goodspeed may have the answer. He is the President and CEO of Southcoast Hospital
Group in Fall River Mass. When he decided to hire a Vice President of
Performance Improvement for his 3 hospital, 500 employee Health System, he wanted
to better assure the VP�s success. So he created the �Owners Manual�,
a document meant to show employees how to navigate the relationship with the
boss. </font></p>
<p class="MsoNormal" style="text-indent:0in"><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">�Even
a $25 tape recorder comes with instructions,� said the Executive. �I thought
it would be nice if Managers came equipped with an Owners Manual that said,
�Here�s how to turn me on�, �Here�s how to turn me off�, �And warning!
Here�s what will get you in trouble�. �As trite as this may sound�,
he said, �I want to do a really good job.� And he wants everyone to do
the same. He has always sought frank and useful feedback on how he communicates.
Is he being understood? He wanted to know if he uses analogies that were not
clear.</font></p>
<p class="MsoNormal" style="text-indent:0in"><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">He
wants the employees to know how he operates, what he expects, how he listen
and what he listens for. He wanted them to know if he wants to discuss
procedures and function in detail, or if he wants quick, prepared updates.</font></p>
<p class="MsoNormal" style="text-indent:0in"><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">He
prepared and then circulated the �soul baring� handbook that described his earnest
request that he wants and expects employees to let him know about problems he
may be causing. At each staff meeting he reviewed these things and encouraged
bold, honest feedback. </font></p>
<p class="MsoNormal" style="text-indent:0in"><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">He
found, for example, that he was often perceived as rambling on a subject, seeking
too much information and using too many analogies. He was asked to clarify
his points, assure that the employee understood the information and what he
expected as the end result. </font></p>
<p class="MsoNormal" style="text-indent:0in"><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">In
his handbook, he let it be known that when he inquires about a project, he wants
to hear progress and only wants to hear about problems if they will hold up
results or if it�s something that requires him to intercede. When he �talks
around� a subject, that�s a sign that he is seeking more information, or that
he does not understand something. That means he is seeking information and clarification.
</font></p>
<p class="MsoNormal" style="text-indent:0in"><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">After
continuing responses he updates the Handbook. New employees get a copy
of it. Employees use it to improve operations. With the success
of the handbook, the Directors, Managers and Supervisors are also preparing
their own �Boss Book�. </font></p>
<p class="MsoNormal" style="text-indent:0in"><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">It
is not only a soul searching, enlightening experience that improves efficiency,
productivity and the end result, but also eliminates a lot of stress and tension
about �How do I handle my boss?�</font></p>
<p class="MsoNormal" style="text-indent:0in"><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">(For

<h3 class="MsoNormal"><u><font face="Verdana, Arial, Helvetica, sans-serif">WHAT
IS AN APPLICANT?</font></u></h3>
<p class="MsoNormal"><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">Federal
civil rights authorities are in the process of creating a new definition
of what defines an employment applicant. Is a person calling a company
asking for a job automatically an applicant? When a company�s Manager
meets someone in a bar and tells him (her) that he will keep him in mind
for any openings, is that person an applicant? </font></p>
<p class="MsoNormal"><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">These
actually are very important questions. Civil rights charges could
be filed against each of the above companies if they do not formally follow
through by retrieving the individuals information, evaluating their qualifications,
comparing them to other candidates, notifying the individual of his status
and documenting all of these procedures <i>every time</i> a job comes
up. </font></p>
<p class="MsoNormal"><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">While
waiting for the final regulations, federal agencies are currently using
the following guidelines to define what an applicant is. </font></p>
<p class="MsoNormal"><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">An
applicant is one who:</font></p>
<p class="MsoNormal" style="text-indent: -.25in; margin-left: .5in"><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">1<span style="font:7.0pt "Times New Roman"">
</span>Is minimally qualified</font></p>
<p class="MsoNormal" style="margin-left:.25in;text-indent:0in"><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">And</font></p>
<p class="MsoNormal" style="text-indent: -.25in; margin-left: .5in"><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">2<span style="font:7.0pt "Times New Roman"">
</span>Has already passed the initial screening (i.e. was not eliminated
initially as being �obviously not qualified�).</font></p>
<p class="MsoNormal" style="margin-left:.25in;text-indent:0in"><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">And</font></p>
<p class="MsoNormal" style="text-indent: -.25in; margin-left: .5in"><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">3<span style="font:7.0pt "Times New Roman"">
</span>Is in the final steps just before interviews.</font></p>
<p class="MsoNormal" style="text-indent:0in"><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">Employers
will have to document how (and why) each applicant did or did not pass
the initial screening.</font></p>
<p class="MsoNormal" style="text-indent:0in"><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">Frankly
that definition will probably not work in most situations. It is
hoped that if employers proactively deal with this situation, a more workable
definition may prevail. Employers should now define what they consider
top be an applicant for their company. </font></p>
<p class="MsoNormal" style="text-indent:0in"><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">A
good definition might be. </font></p>
<p class="MsoNormal" style="text-indent: -.5in; margin-left: .75in"><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">1<span style="font:7.0pt "Times New Roman"">
</span>Someone who contacts you for an employment position for which you
have an opening or that you decide will become open.</font></p>
<p class="MsoNormal" style="text-indent: -.5in; margin-left: .75in"><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">2<span style="font:7.0pt "Times New Roman"">
</span>That individual provides you with enough information to allow you
to contact them.</font></p>
<p class="MsoNormal" style="text-indent: -.5in; margin-left: .75in"><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">3<span style="font:7.0pt "Times New Roman"">
</span>That individual provides you with enough information to allow you
to evaluate their qualifications for the position. </font></p>
<p class="MsoNormal" style="text-indent:0in"><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">So
if the individual applies for a job you do not have open, don�t consider
him an applicant unless you foresee a suitable position opening up in
a realistic period of time. If he does not provide you with some
way to contact him, do not consider him an applicant. And if there
is not enough information in his application or resume for you to evaluate
his suitability for the position then again do not consider him an applicant.
</font></p>
<p class="MsoNormal" style="text-indent:0in"><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">Remember,
every one you consider to be an applicant will have to be afforded the
same documented process and opportunity for as long as he is considered
to be an applicant.</font></p>
<h3 class="MsoNormal" style="text-indent:0in"><u><font face="Verdana, Arial, Helvetica, sans-serif">HAWAII
LAW NOW REQUIRES TIME OFF FOR VICTIMS.</font></u></h3>
<p class="MsoNormal" style="text-indent:0in"><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">The
state of Hawaii has enacted a law that requires employers to grant leaves
of absence to an employee who experiences domestic or sexual violence.
Normally existing laws would cover illness and medical care needs, but
the Hawaii law requires time off to receive medical attention, attend
victim services programs, to obtain counseling and to relocate to a new
location. The new law will take affect on January 1, 2004.
Several states are preparing similar laws. </font></p>
<h3 class="MsoNormal" style="text-indent:0in"><u> <span style="text-transform:uppercase"><font face="Verdana, Arial, Helvetica, sans-serif">Indiana
law now requires breastfeeding rights. </font></span></u></h3>
<p class="MsoNormal" style="text-indent:0in"><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">Effective
July 1, 2003, The State of Indiana will require employers to allow women
to breastfeed babies in any location where the mother (As an employee,
customer, pedestrian, passenger etc.) has a right to be. This is
not exclusively for employers or only in the workplace, but includes all
locations in the state.</font></p>
