Bureau of Labor Statistics (BLS) keeps us well informed about how we spend our
workday, how productive we are, how much money we make, how many of us are working
and how many are not. But when the Department Of Labor (DOL) decided that
they also wanted to know how much free time we had and what we do with it, BLS
tackled that new assignment by producing the first �American Time Use Survey
(ATUS)�. </font></p>
<p class="MsoNormal"><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">Approximately
21,000 Americans aged 15 and above were interviewed by the Census Bureau for
the ATUS which produced some very interesting results. Some of the highlights
of the survey included:</font></p>

women (18 years and older) spent about an hour more per day than employed
men doing household activities and caring for household members.</font></li>
<li><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">On days that
they worked, one in five employed persons did some of their work at home.</font></li>
<li><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">Adults in household
without children spent about 1.4 hours more engaged in leisure and sports
activities than those with children.</font></li>
</ul>
<p class="MsoNormal"><font face="Verdana, Arial, Helvetica, sans-serif" size="-1"><b>Household
Activities:</b></font></p>
<p><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">On an average
day:</font></p>

<li><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">84 percent
of women and 63 percent of men spent time doing household activities such
as housework, cooking, lawn care or financial and household management.</font></li>
<li><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">55 percent
of women and 20 percent of men reported doing housework such as cleaning or
doing laundry.</font></li>
<li><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">66 percent
of women and 35 percent of men did food preparation or cleanup.</font></li>
<li><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">Women spent
2,8 hours on household activities while men spent 2.1 hours.</font></li>
</ul>
<p class="MsoNormal"><font face="Verdana, Arial, Helvetica, sans-serif" size="-1"><b>Leisure
Activities:</b></font></p>
<p class="MsoNormal"><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">On
an average day 96 percent of all persons reported some sort of leisure or sports
activity such as watching TV or exercising. Women spent 4.8 hours and
men spent 5.4 hours such activities.</font></p>
<p class="MsoNormal"><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">Watching
TV was the leisure activity that occupied the most time, accounting for at least
half of all leisure time for men and women. Socializing, such as visiting
with friends or hosting social events was the next most common leisure activity
accounting for about 45 minutes per day for both men and women. Sex was
counted as �personal care� rather than a leisure activity and was not reported
in the survey.</font></p>
<p class="MsoNormal"><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">So
there really is more to life than working.</font></p>

to Look For From New Washington Leaders</font></b></h3>
<p class="MsoNormal"><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">With
a new Democratic White House and a Democratic majority in both the
house and Senate, the path is now clear for changes in employment
regulations that have been cooking for a long time. Reviewing
what�s on the table shows us these four changes we should expect
to see after January. </font></p>
<p class="MsoNormal" style="text-indent: -.25in; margin-left: .25in">
<b><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">1.<span style="font:7.0pt "Times New Roman"">
</span>Unionizing your workers without elections</font></b></p>
<p class="MsoNormal" style="margin-left:.25in"><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">Since
World War II unions who wanted to unionize your workers had to do
two things; </font></p>
<p class="MsoNormal" style="text-indent: -.25in; margin-left: .5in">
<font face="Verdana, Arial, Helvetica, sans-serif" size="-1"><span style="font-family: Symbol">�<span style="font:7.0pt "Times New Roman"">
</span></span>First, they had to petition your workers to see if
they wanted a union election. They could do this on or off
the job even in employee�s homes.</font></p>
<p class="MsoNormal" style="text-indent: -.25in; margin-left: .5in">
<font face="Verdana, Arial, Helvetica, sans-serif" size="-1"><span style="font-family: Symbol">�<span style="font:7.0pt "Times New Roman"">
</span></span>Second, they had to hold a union election (under the
oversight of the NLRB) to see if workers would vote for the union.
This was the chance for the company to tell the workers their side
of the issue. Both the union and the company had a chance
to present their case before the election.</font></p>
<p class="MsoNormal" style="margin-left:.25in"><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">Under
the pending �Employee Free Choice Act� the union only has to do
item one, petition the employees (This can even be done without
the company�s knowledge), then see how they voted and present the
NLRB with the results. Under this system the company loses
the right to present their case. In addition the union gets
to see how each employee voted in advance! Any chance workers
will be intimidated to vote for the union? </font></p>
<p class="MsoNormal" style="text-indent: -.25in; margin-left: .25in">
<b><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">2.<span style="font:7.0pt "Times New Roman"">
</span>Provide medical coverage or pay into a new nationalized health
care system</font></b></p>
<p class="MsoNormal" style="margin-left:.25in"><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">Under
this new plan a federal �Social Security� type program will be initiated
into which all employers must pay unless they provide the level
of health care the government mandates. The new administration
feels that the country�s health care problems should be the responsibility
of the employer. </font></p>
<p class="MsoNormal" style="text-indent: -.25in; margin-left: .25in">
<b><font size="-1" face="Verdana, Arial, Helvetica, sans-serif">3.<span style="font-style: normal; font-variant: normal; font-family: Times New Roman"> </span>Increase
the federal minimum wage</font></b></p>
<p class="MsoNormal" style="margin-left:.25in"><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">Although
there is seldom much opposition to increases in the federal minimum
wage, it certainly does have its consequences:</font></p>
<p class="MsoNormal" style="text-indent: -.25in; margin-left: .75in">
<font face="Verdana, Arial, Helvetica, sans-serif" size="-1"><span style="font-family: Symbol">�<span style="font:7.0pt "Times New Roman"">
</span></span>First, at a time when the national goal seems to be
the creation of additional jobs, the historic data shows that
every increase in the minimum wage cause a significant loss of jobs.
Those still working make more money but it�s at the cost of thousands
of other worker�s jobs. </font></p>
<p class="MsoNormal" style="text-indent: -.25in; margin-left: .75in">
<font face="Verdana, Arial, Helvetica, sans-serif" size="-1"><span style="font-family: Symbol">�<span style="font:7.0pt "Times New Roman"">
</span></span>Second, although the current federal minimum wage
is $6.55 per hour, Nancy Pelosi�s district has a minimum wage of
$9.14. Some feel that this seems to be the target. But the
larger issue is that the intention is to tie it to inflation so
that from now on there will be a <b>constant COLA (Cost of Living
Adjustment) increase</b> throughout the year. </font></p>
<p class="MsoNormal" style="text-indent: -.25in; margin-left: .25in">
<b><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">4.<span style="font:7.0pt "Times New Roman"">
</span>Expanded coverage of FMLA (Family and Medical Leave Act)</font></b></p>
<p class="MsoNormal" style="margin-left:.25in"><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">Most
small companies don�t know much about the FMLA because it isn�t
required of companies with less than 50 employees. Although
that has caused many companies to stop hiring at 49 employees to
avoid the requirements, it won�t be quite so easy under the expected
changes. The number of employees will almost certainly be
dropped to 25. </font></p>
<p class="MsoNormal" style="margin-left:.25in"><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">In
addition the list of things for which employees can take FMLA leave
will be expanded. It will likely include children�s school activities,
caring for elderly parents and prohibit �caregiver discrimination�.
Although not being presented yet, it is suspected that there will
be a new mandate to provide paid FMLA or paid sick leave.</font>
