<p class="MsoNormal"> <font face="Verdana, Arial, Helvetica, sans-serif" size="-1">One
of the continuing and defeating dichotomies facing companies today is the issue
of �change.�</font></p>
<p class="MsoNormal"><font face="Verdana, Arial, Helvetica, sans-serif" size="-1"> The
dichotomy arises when you interview or survey employees. They almost all
want things to change. Yet when change is announced, almost everyone fears
and mistrusts that change. Many companies find that, in fact, they cannot
(or don�t know how to) implement the changes. Employees may be opposed
to:</font></p>

<p class="MsoNormal"><font face="Verdana, Arial, Helvetica, sans-serif" size="-1"> <b>What�s
The Problem?</b></font></p>
<p class="MsoNormal"><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">The
problem is primarily <u>fear</u>. People feel secure when they�re familiar
with their environment. When you use a basement every day, you have no
fear of opening the basement door. But if the door has always been locked,
and you have never opened the door, and you don�t know what�s in the basement,
it can become a source for fear and nightmares. Are there monsters under
my bed, or ghosts in that old deserted house? It�s the unknown that causes
fear. </font></p>
<p class="MsoNormal"><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">When
�change� is announced, the problem is not that people don�t want change, they
probably do! The problem is that they fear the unknown! </font></p>
<p class="MsoNormal"><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">The
best solution to implementing change is to eliminate the �unknown� factor.
</font></p>
<p class="MsoNormal"><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">You
can�t �bulldog� or force the change without suffering the likely results.
Your job as a leader is to address the issues <i>from both ends</i>. </font></p>
<p class="MsoNormal"><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">First,
you must communicate openly with employees. Tell them what the changes
are, why they�re being made, who will be affected, what the process will be
and what the end result is going to be.</font></p>
<p class="MsoNormal"><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">Second,
you ask the employees collectively and/or individually what they think of the
change, and ask them to tell you what their fears are. Ask them for their
solution. You don�t always have to follow their recommendations but listen
and consider them. Let employees �buy into� the process so that they are
also involved in making the changes.</font></p>
<p class="MsoNormal"><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">Open
all the locked doors and let employees see what�s there.</font></p>
<p class="MsoNormal"><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">Consider
all the unknowns. Ask yourself as well as others:</font></p>

affected by this change?</font></p>

anyone be opposed?</font></p>

<li class="MsoNormal">
<p><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">Who and what
does it help?</font></p>
</li>
<li class="MsoNormal">
<p><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">Who could
it harm?</font></p>
</li>
<li class="MsoNormal">
<p><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">Once implemented,
how will it be managed and whom would that affect?</font></p>
</li>
</ul>
<p class="MsoNormal"><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">Explain
what is not changing. Deal <u>realistically</u> with the problems.
Don�t promise �pie in the sky� results. Acknowledge realistic problems
and discuss how they will be dealt with. Shine light into all the dark
corners and keep the communication in free flow.</font></p>
<p class="MsoNormal"><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">We
once had a project where we were required to relocate a group of approximately
40 employees who had been in that same old building for over 30 years.
We were relocating them <u>two blocks</u> down the street into new, bright,
modern offices. </font></p>
<p class="MsoNormal"><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">After
the move we found that one employee passed out from apprehension about the move,
two resigned, two did not report to work for almost two weeks and one was missing!
The missing employee did not show up for work. He did not show up at home
that night. His wife called saying that her missing husband had been seriously
affected by the expected and feared change.</font></p>
<p class="MsoNormal"><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">We
found the employee the next day in a locked, empty office in an almost comatose
state of shock, sitting in a cowered position in a dark corner. He was
put on sick leave for a week. During the ensuing 90 days, three employees
filed for early retirement.</font></p>
<p class="MsoNormal"><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">Don�t
minimalize this issue. Change is scary. It can be damaging to an
individual and to a company.</font></p>
<p class="MsoNormal"><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">Change
is also good and in today�s ever changing environment, implementing change is
necessary. To succeed you need to implement the changes and survive the
results.</font></p>

<h4><font face="Verdana, Arial, Helvetica, sans-serif">Lookers and Lookies
May Not Be Matching Up</font></h4>
<p class="MsoNormal" style="text-indent:0in"><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">For
the individual who is currently unemployed the view is understandably
critical. However recruiting firms are already reporting difficulty in
finding qualified candidates for job openings. They are predicting
a shortage of qualified workers over the next few years that will surpass
the worker shortages of the late 90s. </font></p>
<p class="MsoNormal" style="text-indent:0in"><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">The
U.S. unemployment rate is touted daily in the press as if we were back
in the Great Depression. But putting things in context also has some value.
unemployment by the government's latest report (January 2003) is 5.7%. The average unemployment rate over the last
30 years has been about 6.0%. The average <u>world </u>unemployment
rate for January is 6.5%.</font></p>
<h4 class="MsoNormal" style="text-indent:0in"><b><font face="Verdana, Arial, Helvetica, sans-serif">Some
States Require Higher Minimum Wage</font></b><font face="Verdana, Arial, Helvetica, sans-serif">.</font></h4>
<p class="MsoBodyTextIndent" style="text-indent:0in"><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">Although
the federal minimum wage rate is currently set at $5.15 per hour, the
law allows each state to set their own rate. However the law also
says that the higher of the two rates will prevail. The following
States have set their minimum wage rate at a higher level than the federal
law requires.</font></p>

Unemployment Benefits</font></b></h4>

of January 8, 2003 unemployed workers whose Unemployment Compensation
benefits have (or are about to) expired, may apply for a 13-week extension
of benefit payments. </font></p>

example, if you are receiving $250 per week for 26 weeks, you may now
be eligible for an additional 13 weeks of compensation. Check with
your local State Employment office.</font></p>

Reservists Benefits Must Be Maintained</font></b></h4>
<p class="MsoBodyTextIndent" style="text-indent:0in"><font size="-1" face="Verdana, Arial, Helvetica, sans-serif">In
January, the U.S. Department of labor announced that with as many as 50,00
reservists likely to be activated, they are reminding employers that the
federal laws and the Veterans Rights Act require continued coverage during
the active duty of reservists.</font></p>
<h4 class="MsoBodyTextIndent" style="text-indent:0in"><b><font face="Verdana, Arial, Helvetica, sans-serif">Utah
Drivers Beware</font></b></h4>
<p class="MsoBodyTextIndent" style="text-indent:0in"><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">The
State of Utah plans to use a model approach to funding Policemen�s retirement
funds. The plan is to tack an additional $20 on to all moving traffic
violations in order to fund higher pensions for Police Officers. </font></p>
<p class="MsoBodyTextIndent" style="text-indent:0in"><font face="Verdana, Arial, Helvetica, sans-serif" size="-1">Some
State Representatives fear that, due to the increased cost, moving violations
will decrease and therefore the State may not be able to fund those retirement
increases. They�re hoping that Utah citizens will support their
