The Office of the Governor issued Executive Order
33 (2006) directing cabinet secretaries and all executive branch entities to
implement and advance opportunities for small businesses to have an equal
opportunity to share in state procurement. The goal for the Commonwealth is that
40% of its discretionary purchases be made from small businesses. In an attempt
to reach the goal established by Executive Order 33 (2006) many agencies and
institutions are finding that there are insufficient numbers of qualified Small,
Small Women-Owned or Small Minority-Owned businesses that are certified by the
Department of Minority Business Enterprises (DMBE) as small businesses and
registered in eVA for a number of commodity codes. <o:p></o:p></p>

The purpose of the QCL is to establish a list of
pre-qualified Contractors eligible to respond to project task order requirements
to expand the number of available DMBE certified Small Businesses, not excluding
Small Women-Owned and Small Minority-owned Businesses, to better able to meet
the objectives of Executive Order 33. These services will be authorized for use
by the Commonwealth of Virginia, all state agencies, authorities, boards,
commissions, Institutions, and other public bodies, as-needed. All Contractors
who meet or exceed the stated minimum qualifications are eligible to be included
on the QCL. On a quarterly basis, new vendors can submit appropriate information
to be considered for inclusion on the prequalification list. On an annual basis,
or as required, the existing Contractors on the QCL will be reevaluated to
verify that they are still qualified for the prequalification list.<o:p></o:p></p>
