Veliptere is a project that was started by student engineers at the
Ecole Nationale Superieure de L'aeronautique de Toulouse. The main
concept is to replace the hydrodynamic stability by an aerodynamic
stability. Essentially the stability of the boat is not obtained by
hull displacement, but rather by a horizontal wing, and a second
inclined wing for propulsion. 
<P>
The full scale boat should have a 12m long hull, lifted 1m above the 
water by hydrofoils. The only drag generating elements would be the
hydrofoils and the 26m long span wings.
<P>
A scale model has been tested in the school's wind tunnel, and the
team is looking for the estimated $1.5 million for a full scale 
construction.
