      </b><br>
      <font size="2">The Town of Needham through its Board of Selectmen and 
      Economic Development Advisory Committee, commissioned a study of the land 
      use permitting process in Town during the spring of 2003.&nbsp; Systems 
      Consulting Group, Inc. conducted the study and issued a report in July 
      2003.&nbsp; <br>
&nbsp;</font></span></font></p>
      <p class="MsoNormal" style="text-align: justify; margin: 1 5">
      <font face="Verdana" size="2"><span style="color:black">The Town 
      Administrator convened a Development Review Team (DRT) to guide the 
      implementation of the consultant�s recommendations.&nbsp; The DRT is soliciting 
      consulting services to assist in the implementation of certain public 
      education components of the consultant�s report.&nbsp; </span></font></p>
      <p class="MsoNormal" style="text-align: justify; margin: 1 5">&nbsp;</p>
      <p align="left" style="margin: 1 5"><font face="Verdana">
      <span style="color:black"><font size="2">As a separate but related phase 
      of the implementation of the consultant�s recommendations, The Board of 
      Selectmen also created a committee of volunteers and policy makers to
      </font></span><font size="2">undertake a detailed review of local by-laws 
      and regulations with a view to how they might be amended in an effort to 
      simplify the permitting process and eliminate inconsistent or unnecessary 
      requirements.</font>&nbsp;</font></p>
      <p align="left" style="margin: 1 5">&nbsp;</p>
      <p class="MsoBodyText" align="left" style="text-align: left; margin: 1 5">
      <font face="Verdana"><span style="color: black"><b>Objective</b></span></font></p>
      <p class="MsoBodyText" style="margin: 1 5"><font face="Verdana"><b>

      </span></b><font size="2">Many of the consultant�s recommendations 
      relative to the Permit Streamlining project involve the enhanced use of 
      the Town�s website for information dissemination and public education 
      purposes (Specific recommendations are included as Attachment A; the 
      entire report is available at www.town.needham.ma.us).&nbsp; The Town is 
      seeking <span style="color:black">an experienced consultant to </span>work 
      with IT staff to enhance web design (make all permitting pages look and 
      feel the same in form, purpose, and functionality), create electronic 
      versions of the various forms used by different departments in the process 
      that can be downloaded from the website, develop sequential checklists for 
      each step in the process to be included on the website, and construct a 
      list of frequently asked questions for inclusion on the website.&nbsp; This 
      professional will be responsible for creating an electronic version of the 
      permitting process that can be accessed on-line in an effort to improve 
      communication with stakeholders.&nbsp; This project will not include work 
      required to provide interactive functionality in the permitting process on 
      the website, which is a long-term project to be considered in conjunction 
      with the implementation of new permitting software.</font></font></p>
      <p align="center" style="margin: 1 5">&nbsp;</p>
      <p class="MsoBodyText3" style="margin: 1 5"><font face="Verdana">
      <font size="2">We are interested in having a consultant begin working by 
      early February 2004, with substantial completion of the project completed 
      by April 30, 2004. </font><br>

      <font size="2">The ideal consultant will have strong writing skills and 
      experience translating technical and/or complicated data and regulations 
      into documents that are easily understood by a wide audience.&nbsp; Experience 
      in reviewing and designing web content is preferred.&nbsp; The consultant shall 
      be easily reachable via phone and/or e-mail and must be available to 
      attend one to three meetings with various committees during the day and 
      evening hours.&nbsp; </font><br>
