<font face="Verdana" size="2">The Town of Needham is serviced by two
cable television carriers, Comcast, and RCN. Therefore, unlike many
other Massachusetts communities, in Needham you have a choice of cable
carriers.<br>

<u><b>Town Oversight:</b></u></font></p>
<p class="MsoBodyText" style="text-indent: 0; margin: 1 5" align="justify">

The Town�s only oversight with respect to the cable television
industry has to do with the license that the Town approves to allow
franchisors to operate in the Town. This license is typically renewed
every ten (10) years and is the subject of much negotiation between
the Town and the cable television companies.<br>
<br>
By law, the Town has only certain abilities during the licensing
process and does not control key cable issues such as rates and
programming. These are all regulated by the FCC (Federal
Communications Commission) through a series of filings that cable
companies make on an ongoing basis.<br>
<br>
The Town also cannot be unreasonable in its negotiations with the
cable companies, limiting our ability to institute certain items.
Anything that cable companies are displeased with resulting in a
denial of a cable television license can be appealed to the Department
of Telecommunications and Energy.<br>

The Town of Needham�s role in the cable complaint process is that of
an ombudsman. We will document complaints and send them along to the
relevant customer service agencies at either Comcast or RCN. However,
we cannot regulate what cable companies are allowed to do by law. The
Town is not the first step in an attempt to resolve a problem with
either Comcast or RCN. In addition, the Town only deals with issues
that are germane to the license between Comcast and the Town of
Needham. Two key issues that municipalities do not control are 1)
cable TV rates; and 2) programming. These items are regulated by the
FCC.<br>
