with the Town of Needham's fiscal budget the Needham Park and Recreation
Commission felt it was necessary to review the Fee Assistance Policy.
After some discussion it was determined that the Fee Assistance Policy
should remain. The Needham Park and Recreation Commission also felt
important to inform those people that might be directly effected by any
change in the Fee Assistance Policy. Below is a copy of the letter
that was sent to those families that might have been effected by a change
in the Fee Assistance Policy.</b></font></p>

scholarship policy. It had been under review due to the budget reductions
being faced by all Town departments. </font></p>

Current Scholarship Policy</font><!--mstheme--></font></h3>

<font face="Verdana" color="#000000" size="1">Needham
residents with a temporary or long-term financial need are requested to
get a letter stating the need from a professional or organization that has
knowledge of that need. Letters, in general, are accepted from the
Needham Housing Authority, school guidance counselors, Needham Board of
Health, Needham Community Council, Needham Council on Aging, and clergy
members. Specific financial information is not submitted with the letter.

<font face="Verdana" color="#000000" size="1">Once a letter
is on file, the scholarship is available for four seasons. Most letters
are submitted for summer use, so those scholarships are valid for summer,
fall, winter and spring. Individuals or families may then register
through the regular registration process, completing the form and
submitting it by mail or at the office on a first come-first served
basis. Only family members who live full-time at the same address are
considered part of the family unit.</font></p>

on file, residents are eligible for a summer pool pass for each family
member, three sessions of summer swim lessons, and one session of a
program per individual per season. As an example, one child could
participate in one week of Cricketeer Adventure in the summer, skating
lessons in the fall, one night of Kids Night Out in the winter, and ballet
lessons in the spring. </font></p>

program fees, the Park and Recreation staff makes recommendations to the
Commission based on the minimum and maximum number of participants, the
cost for materials and other related expenses, and the cost of providing
staff. Private companies offer some programs, and specific fees are
charged to the department. Indirect costs are also added into each fee,
such as the cost to advertise the program in the brochure, and mail out
information to participants. The goal for each program is that it be
self-sustaining. Many programs are able to achieve that goal, including
the cost of scholarships. </font></p>
