Homeland Security, the LEPC must plan for and deal with any threat to
the community. Needham has an active LEPC that meets monthly to
coordinate various departments with integral roles in our response to
an emergency.<br>
<br>
Back in 1986 it was the "Right to Know"-Act that required planning for
chemical emergencies and established a chain of command. The Governor
of each state was required to appoint a State Commission for Emergency
Response and for each local district a planning committee was to be
formed to establish which chemicals might pose a danger in the local
area and how to prevent spills or minimize the hazards from an
accidental spill.<br>
<br>
Members of the LEPC are drawn from all town administrative and
emergency services, Police, Fire, Civil Defense (now Emergency
Management), Health, Transportation, as well as broadcast and print
media, community groups and security representatives of industrial
facilities or colleges. Each member brings with it the specific
knowledge and an interest in emergency planning. Together they form a
competent group that is familiar with the local conditions and
possible threats to health and well being of the citizens. <br>
<br>
While the original LEPC dealt mainly with planning for hazardous
chemical spills, a more recent extension was mandated by the events of
September 11th, 2001. The LEPC now serves as a focal point in the
community for information and discussions about any threat whether it
is natural or man made, including incidents of terrorist attacks and
weapons of mass destruction (WMA).</span></p>

develop a</span><font face="Verdana" size="2"> c</font><span style="font-size: 10.0pt; font-family: Verdana">omprehensive
emergency management plan (<u><font color="#000000">CEMP</font></u>)
through the LEPC. Needham has obtained the provisional certification for
state and federal grant monies from the Homeland Security budget. These
funds are used to improve our preparedness and ability to respond to local
emergencies. The LEPC holds annual tabletop exercises. </span></p>
