you that as of Saturday, April 5, 2003 the curbside food waste
(garbage) collection service is discontinued. The Town
Treasurer�s Office will be providing prorated refunds to all
present-day subscribers of the food waste collection program within
the next three to four weeks. The Town is reminding all
present-day subscribers that your daily food waste can be commingled
into your daily household trash and disposed of in your yellow bag
at the Needham Recycling & Transfer Station (RTS) or at the curb
for collection by your privately contracted
hauler.</FONT></SPAN></P>

Happened?</FONT></SPAN></U></B><SPAN
style="FONT-FAMILY: Verdana"><FONT size=2> On March 17, 2003
the Town was notified by Herb�s Disposal, the current food waste
collection provider, that contamination in food waste collected from
Needham was causing problems at the composting facility where the
waste is transported. The Town contacted Herb�s Disposal
offering to develop a plan to remedy the problem. The Town
offered to develop a flyer for distribution, similar to the action
taken in July 2002, which reduced the contamination problem
significantly, from over 80 households to fewer than 20 per
week. Herb�s Disposal stated that flyers would not help.
Short of door-to-door education (which Herb�s Disposal would not
provide), Herb�s Disposal indicated that they would not continue
collection and on March 26, 2003, they informed the Town that
effective March 28, 2003, they would suspend the program. On
Tuesday, April 1, 2003, the Town contacted Herb�s Disposal offering
to allow them to use the Town Recycling & Transfer Station (RTS)
for contaminants in the food waste to economize their service and
allow them to continue service for the short-term. Herb�s
Disposal rejected this offer. </FONT></SPAN></P>

Stop?</FONT></SPAN></U></B><FONT size=2><SPAN
style="FONT-FAMILY: Verdana"> Upon notification that Herb�s
Disposal would not provide short-term collection if offered use of
the RTS, the Town was able to contract with BlueStar Waste
Management for collection on Saturday, April 5, 2003, on a
</SPAN><I><SPAN style="FONT-FAMILY: Verdana">one-time
basis</SPAN></I></FONT><SPAN style="FONT-FAMILY: Verdana"><FONT
size=2>. </FONT><B><U><FONT size=2>AT THIS TIME, NO FURTHER
COLLECTION WILL BE PROVIDED.</FONT></U></B></SPAN></P>

Now?</FONT></SPAN></U></B><SPAN style="FONT-FAMILY: Verdana"><FONT
size=2> Dispose of all food wastes free of fat and bones
(essentially meat) in a yard waste composter if you have one.
If you don�t, composter bins<B> </B>can be obtained at the Needham
DPW, 470 Dedham Avenue, Needham, MA. The fat and bone
component of your food waste (as well as other components, should
you prefer) can be disposed of with other non-compostable trash in
your yellow Needham RTS bag (if you use the RTS) or at the curb for
collection by your privately contracted hauler.</FONT></SPAN></P>

collection services. The services being offered by BlueStar
Waste Management will be between BlueStar Waste Management and the
subscriber, and not related to ANY Town administered program.
The Town of Needham assumes no liability for any activities of
BlueStar Waste Management.</SPAN></FONT></P>
