This Sewer Main Replacement Project will be
accomplished in two phases. Phase I is the cleaning and relining of existing
mains that does not necessitate planned excavation work. Phase II will be done
be excavating certain areas where the pipe has deteriorated beyond simple repair
as determined by video taping the interior of the pipes.

The DPW Water & Sewer Division has hired the Massachusetts firm of INSITUFORM
Technologies, Inc. to rehabilitate the sewer mains in your neighborhood. New
England Pipe Cleaning Co. (NEPCC) is a sub-contractor that will clean the sewer
lines and videotape the pipes to find areas of concern that would require the
rehabilitation and relining. After the initial cleaning, INSITUFORM will provide
a new, jointless sewer pipe for your area that minimizes root and water
infiltration problems, improves flow, and provides for a more structurally sound
pipe without the need for excavation. In order to perform this work, there will
be temporary disruptions of sewer service to your residence or business for
short periods. The DPW Water & Sewer Division shall notify your neighborhood
(via letter) one week prior to start of work.

During the Phase I relining portion of this work, your propertys sewer service
connection will be temporarily sealed off from the Town of Needhams sewer
mainline in the street for approximately 24 hours. During these periods, please
limit the use of water going down your drains to an absolute minimum, and do not
use washing machines or dishwashers. If you must shower, leave the water in the
tub until your service has been restored. Any sump pumps connected to the sewer
system must be disconnected and/or discharged elsewhere to avoid possible damage
to our liner, or backups in your basement. Failure to follow these instructions
may cause your discharge to back up into your property.

There will be nighttime noise and bright lighting associated with the process.
Also, the NEPPC employees shall be in white TYVEC suits. On residential
streets, the set-up of equipment may cause some adjustments in parking and
neighborhood driving patterns; however, every effort will be made to make this
inconvenience as slight as possible and during work hours there will be
uniformed police detail officers to assist with traffic control as needed.

During certain phases of the operation, you may detect an odor of sewer gas.
These odors are most likely to occur in houses or buildings with dry or
non-existent drain traps. In most cases, any odors can be minimized by pouring a
small amount of water down your unused plumbing fixtures (sinks, showers,
toilets, etc.) and basement floor drains; and opening your windows.

You will be notified with another notice similar to this one approximately 24
hours prior to the actual installation in your neighborhood. A third notice will
be distributed to you at the conclusion of the work, indicating it is safe to
resume using your sewer service.

If you have any questions or concerns regarding this project, please contact the
DPW Water & Sewer Division as follows: Paul R. Evans, Assistant Water & Sewer
Superintendent @(781) 455-7563 or
