make improvements to the business districts. </font></p>
<p class="MsoNormal" style="text-align: justify; text-autospace: none; margin: 1px 5px"> </p>
<p class="MsoNormal" style="text-align: justify; text-autospace: none; margin: 1px 5px">
<font face="Verdana" size="2">While the Town�s Capital Improvement Plan
includes projects to improve the �streetscape� of both the Center
Business District and the Chestnut Street corridor, we have not been
able to fund these projects as of yet due to competing priorities. We
are in the process of seeking a State grant to fund a design study of
the area, with matching funds to be provided by the Town (approved in
May, 2005) and the business community. </font></p>
<p class="MsoNormal" style="text-align: justify; text-autospace: none; margin: 1px 5px">
<font face="Verdana" size="2"> </font></p>
<p class="MsoNormal" style="text-align: justify; text-autospace: none; margin: 1px 5px">
<font face="Verdana" size="2">There are several other pending projects
that affect the Chestnut Corridor. One of these is the so-called
�Chestnut Street Turnback.� The portion of Chestnut Street from Marsh
Road to the Dover line is actually owned and maintained by the
Commonwealth. We are working with the State in its planned
reconstruction of the road, and then the Town will take ownership of the
roadway. In addition, the Planning Board has recently approved a
project that will have an impact on the look and feel of the area. An
office building containing approximately 10,000 square feet with
associated parking and landscaping will be constructed at the current
site of the Mobil Gas Station and adjacent parcels on Junction Street.</font></p>
<p class="MsoNormal" style="text-align: justify; text-autospace: none; margin: 1px 5px">
<font face="Verdana" size="2"> </font></p>
<p class="MsoNormal" style="text-align: justify; text-autospace: none; margin: 1px 5px">
<font face="Verdana" size="2">Until a final plan for the area is
designed and constructed, we continue to work to make the Chestnut
Street corridor safe and navigable, while at the same time ensuring the
most parking possible for what is a thriving and growing commercial
area.</font></p>
<p class="MsoNormal" style="text-align: justify; text-autospace: none; margin: 1px 5px">
<font face="Verdana" size="2"> </font></p>
<p class="MsoNormal" style="text-align: justify; text-autospace: none; margin: 1px 5px">
<font size="2" face="Verdana">The first phase of this interim work was
to provide a smoother and more attractive road surface. The resulting
�micro surfacing� work, which was performed over the summer, is an
interim measure which will help preserve the roadway until planned
redesign and reconstruction efforts can be undertaken in the next
decade.</font></p>
<p class="MsoNormal" style="text-align: justify; text-autospace: none; margin: 1px 5px">
<font face="Verdana" size="2"> </font></p>
<p align="justify" style="margin: 1px 5px">
<span style="font-family: Verdana"><font size="2">The second phase that
directly impacts Chestnut Street is the realignment of the centerline
from Oak Street to Marsh Road. This realignment will create a wider
travel lane heading toward Needham Center from Dover. This measure will
allow for greatly needed parking in front of 300 Chestnut Street (which
was not previously allowed).</font></span></p>
<p class="MsoBodyText" style="text-indent: 0; margin: 1 5" align="center">

<span style="font-family: Verdana"><font size="2">Many people have noted
that the centerline seems to be at an unusual angle and they are quite
right. The contractor who painted the centerline did so incorrectly and
it will be milled off and repainted.</font></span></p>

<span style="font-family: Verdana"><font size="2">Other work that will
be performed to complete this phase of the project includes the
following: The area from the fire hydrant to the entrance ramp for 300
Chestnut Street (approximately 50 feet) will be all be painted as �No
Parking.� The area adjacent to the exit ramp (24 feet) for this
building will also be painted to prevent parking. Both of these
measures will serve to improve traffic flow and sight visibility for
those entering and exiting this property. Finally, there is a mid-block
ramp which is not a legal handicap ramp and which will eventually be
removed.</font></span></p>

and 9:00 p.m. Tuesday, August 2, 2005 until 5:00 a.m. Wednesday, August
3, 2005. Each road will be treated twice, and each treatment will
be roughly 24 hours apart. </font></p>

<font face="Verdana" size="2">This nighttime work plan will minimize the
impact to the majority of the business community, residents and
commuters. While we regret the inconvenience to the direct
abutters, traffic studies have shown that the hours of 9:00 p.m. to 5:00
a.m., particularly on Sunday to Monday, represent the lightest traffic
and pedestrian volume in the affected areas. The roadways will be
open to traffic by 5:30 a.m.</font></p>

three nights. The pavement markings are scheduled to begin one
week after the micro paving. The pavement markings will take about

during the application and curing process.</font></p>

sidewalks that seem to be in adequate shape?</font></i></b></font></p>
<p class="MsoNormal" style="text-align: justify; text-autospace: none; margin: 1px 5px">
<font size="2" face="Verdana">Some of the concrete sidewalks on Great
Plain Avenue were in adequate shape, but were replaced because of
elevation differences between the proposed design and existing
conditions. One of the main reasons Great Plain Avenue had to be
reconstructed, instead of simply paved with asphalt, was due to base
failure. </font></p>
<p class="MsoNormal" style="text-align: justify; text-autospace: none; margin: 1px 5px">
<font face="Verdana" size="2"> </font></p>
<p class="MsoNormal" style="text-align: justify; text-autospace: none; margin: 1px 5px">
<font face="Verdana" size="2">The roadway underneath Great Plain Avenue
is made up of multiple layers of gravel and asphalt. Once water
intruded into the gravel layers below the pavement, sediments slowly
contaminated and weakened the base. Failure of the base resulted
in the road being incapable of supporting the weight of the traffic
traveling on it. In order to ensure a long life for the road, it
is critical that water be removed from the roadway as quickly as
possible and not be allowed to linger on the surface. In order to
accomplish this, the road was reshaped and low points were created to
collect the water. As a result, some of the existing concrete
sidewalks had to be removed to accommodate the new roadway profile.</font></p>
<p class="MsoNormal" style="text-align: justify; text-autospace: none; margin: 1px 5px">
<font face="Verdana" size="2"> </font></p>
<p class="MsoNormal" style="text-align: justify; text-autospace: none; margin: 1px 5px">
<font face="Verdana"><b><i><font size="2">Why not have concrete
sidewalks for the entire project?</font></i></b></font></p>
<p class="MsoNormal" style="text-align: justify; text-autospace: none; margin: 1px 5px">
<font size="2" face="Verdana">The Town's general policy regarding
concrete sidewalks has been to provide them only in business areas and
principal arterials. Occasionally, the State will also require
concrete sidewalks in some reconstructions; particularly where housing
development is more densely populated. The current project
proposed concrete sidewalks only for the area between Pickering Street
and Warren Street because that area is within the limits of the
downtown. The remaining length was proposed to be asphalt.
In contrast, the portion of Great Plain Avenue from the downtown to
Wellesley is a state numbered route (Route 135) and is a principal
arterial. Therefore concrete sidewalks were required in order to
obtain and use State funding for the project. </font></p>
<p class="MsoNormal" style="text-align: justify; text-autospace: none; margin: 1px 5px">
<font face="Verdana" size="2"> </font></p>
<p class="MsoNormal" style="text-align: justify; text-autospace: none; margin: 1px 5px">
<font face="Verdana" size="2">Concrete sidewalks are more expensive to
construct and maintain, mostly because of utility cuts that have to be
made into them after they have been constructed. While it is true
that concrete sidewalks last longer than asphalt, they do not last
sufficiently long enough in low pedestrian traffic areas to produce a
cost benefit. Aside from the utility cuts that are often made in
residential areas, tree roots usually produce heaving of the concrete
panels where trees are located within five to ten feet of the sidewalk
surface. Salt applications also damage the concrete, producing
spalling, pitting and cracking of the surface. Concrete panels
become subject to warping and tilting as was present on Great Plain
Avenue. Concrete sidewalks are recommended in areas where
pedestrian loads are high, and where utility cuts are restricted.</font></p>
<p class="MsoNormal" style="text-align: justify; text-autospace: none; margin: 1px 5px">
<font face="Verdana" size="2"> </font></p>
<p class="MsoNormal" style="text-align: justify; text-autospace: none; margin: 1px 5px">
<font face="Verdana" size="2">Concrete sidewalks currently cost about
$28/square yard to construct, whereas asphalt costs only $18/square
yard. Because asphalt is used in roadway construction, asphalt
sidewalks are easier and more economical to repair than concrete.
Concrete sidewalks require forms, joints and crushed stone, take longer
to repair, and cost more, especially in small quantities. As a
result, concrete sidewalks are often overlaid with an asphalt surface to
improve the sidewalk temporarily until it can be reconstructed.</font></p>
