<font face="Verdana" size="2">Great Plain Avenue was proposed for
reconstruction due to numerous areas of what is called �base
failure�. The underlying layers of the road became contaminated with
fine silt particles, making the base spongy and unable to withstand
the current traffic loads. </font></p>
<p class="MsoNormal" style="text-align: justify; margin: 1 5">
<font face="Verdana" size="2"> </font></p>
<p class="MsoNormal" style="text-align: justify; margin: 1 5">
<font face="Verdana" size="2">The Department of Public Works (DPW)
analyzed the road defects and researched the condition of the underlying
utilities to determine the best course of action to repair the road. The
water main and individual house connections were discovered to be over 100
years old and in need of replacement. Additionally, it was reported that
the gas main (which is not owned by the Town) had numerous leaks over the
previous five years. Both the water and gas utilities had to be repaired
and/or replaced before the road reconstruction. </font></p>
<p class="MsoNormal" style="text-align: justify; margin: 1 5">
<font face="Verdana" size="2"> </font></p>
<p class="MsoNormal" style="text-align: justify; margin: 1 5">
<font face="Verdana" size="2">In May 2003, Town Meeting appropriated
$635,000 for the replacement of water mains and service connections under
Great Plain Avenue from Manning Street to Harris Avenue. This work began
in the summer of 2003 and has recently been completed. The gas main work
will be completed by NSTAR by the end of May.</font></p>
<p class="MsoNormal" style="text-align: justify; margin: 1 5">
<font face="Verdana" size="2"> </font></p>
<p class="MsoNormal" style="text-align: justify; margin: 1 5">
<font face="Verdana" size="2">The road reconstruction portion of the
project is estimated to cost $1.6 million. The DPW recently advertised a
bid for the reconstruction work, and received only one bid. The
contractor indicated that he (as well as other contractors that do work in
this area) would not be available until August or September 2004. The one
bid that was received was for $2.5 million. The Board of Selectmen voted
to reject the bid and re-advertise the project when more contractors would
be available to perform the work at a more reasonable price.</font></p>
<p class="MsoNormal" style="text-align: justify; margin: 1 5">
<font face="Verdana" size="2"> </font></p>
<p class="MsoNormal" style="text-align: justify; margin: 1 5">
<font face="Verdana" size="2">In order to keep the project moving (once
the gas main work is completed) the DPW will segregate out and oversee
most of the drainage components of the project. This work will begin in
mid-June, most likely at the Harris Avenue end of the project in order to
accommodate the staging area for Needham�s Fourth of July parade. </font>
</p>
<p class="MsoNormal" style="text-align: justify; margin: 1 5">
<font face="Verdana" size="2"> </font></p>
<p class="MsoNormal" style="text-align: justify; margin: 1 5">
<font face="Verdana" size="2">The drainage components of the project that
will be completed this summer include the installation of storm drains,
manholes and catch basins in two sections of the road: from Birds Hill
Avenue to Ivy Road, and from Manning Street to Plymouth Road. This work
is needed to help the road drain properly and prevent premature failure of
the new road pavement caused by water intrusion below the pavement
structure. </font></p>
<p class="MsoNormal" style="text-align: justify; margin: 1 5">
<font face="Verdana" size="2"> </font></p>
<p class="MsoNormal" style="text-align: justify; margin: 1 5">
<font face="Verdana" size="2">The DPW will re-bid the construction project
in June for a decision at the July 20, 2004 meeting of the Board of
Selectmen. If the resulting bids are favorable, the reconstruction of the
roadway will begin as early as mid-September. Under this scenario, the
final project will be complete by the summer of 2005. The contractor will
pave the road with a temporary �spreader patch� (a one inch thick pavement
overlay) before this winter to ensure adequate drivability. This patch
will be spread before the end of November 2004.</font></p>
<p class="MsoNormal" style="text-align: justify; margin: 1 5">
<font face="Verdana" size="2"> </font></p>
<p class="MsoNormal" style="text-align: justify; margin: 1 5">
<font face="Verdana" size="2">If the bids are unfavorable, the DPW will
pave the road with a spreader patch (no later than the end of November)
and will re-bid the project in the winter months. </font></p>
