Committee (CPC) invites all interested parties to a public hearing on
the following <a name="projects">projects</a> that have been included in
the May 2007 Annual Town Meeting Warrant. The public hearing will be
held on <b><i>Thursday, April 12, 2007 at 7:30 PM in the Broadmeadow
School Performance Center. </i></b>The CPC welcomes the input to assist
in their deliberations. A decision on whether the CPC will recommend
each of the five projects will be made prior to them being presented to
Town Meeting. </font></p>

Permanent Public Building Committee and the Town Manager, architectural
services will be provided to develop conceptual historic renovation
plans for Town Hall. The architect will review the recently completed
Facility Master Plan, and numerous planning options that have been
suggested. All studied options will include preserving the Town Hall as
an historic resource while addressing structural, operating, code
compliance, and handicapped accessibility issues. Public input will be
solicited. </font></p>

Commission and the DPW Parks and Forestry Division would replace 10
existing water bubblers at six parks: Claxton Field, Greene�s Field,
Mills Field, Newman School field, Perry Park, and Walker Gordon Field.
The bubblers being replaced are 20-30 years old, and often do not
operate, requiring constant maintenance. The new bubblers will
contribute to the preservation of parks through water savings and
reduced litter, as well as being handicap accessible and requiring far
less maintenance. </font></p>

Commission would design and have constructed a second pool wall built in
Rosemary Lake. This second wall would allow the pool to be drained for
yearly pre-season maintenance without the need to drain the lake each
spring. The primary purpose for installing the wall is to protect the
lake environment. It would also become easier to maintain the quality
of the water in Rosemary Pool. </font></p>

<span style="font-style:normal">The approved appropriation through CPA
at the Annual Town Meeting in May, 2006 funded pre-development expenses
for the High Rock Homes Redevelopment project. This project is now
ready to begin construction. The authorization of this funding proposal
would serve to increase the number of the units for sale at 80% or less
of the area median income. This is accomplished by subsidizing a
portion of the construction costs. Assorted other state and local
funding has been secured, as well. </span></font></p>

<font face="Verdana" size="2" color="#000000">This is the third year
that Town Meeting is being asked to address the Community Preservation
Fund (the Fund) and the vote on this article will reflect the decisions
made on the previous five articles. Town Meeting and the voters
approved the state legislation entitled <i>The Community Preservation
Act</i> in 2004. The Fund receives monies through a 2.0% annual
surcharge on local real estate property tax bills with certain
exemptions, and makes the Town eligible to receive additional monies on
an annual basis from the Massachusetts Community Preservation Fund. The
first state matching funds, in the amount of $1,303,584were received in
October, 2006. Any expenditure of the Community Preservation Fund
monies must be both recommended by the Community Preservation Committee
(CPC) and be approved by Town Meeting. The law requires that at least
10% of the revenue must be appropriated <u>or</u> reserved for future
appropriation for each of the following purposes: community housing,
historic preservation, and open space. Up to 5% of the annual revenue
estimate may be utilized for the administrative and operational expenses
of the Community Preservation Committee. </font></p>
