<font face="Verdana" size="2">Back in the 60�s, school staff could smoke in the
Teachers� Lounge, but students were not permitted to smoke in school. In
the 80�s, some school systems established designated �smoking areas� within high
schools where even students were permitted to smoke during school hours.
Then in the 90�s, the Massachusetts State Legislature passed the Education
Reform Act of 1993. This Act requires that school policies pertaining to the
conduct of teachers and students shall �prohibit the use of any tobacco products
within the school buildings, the school facilities or on the school grounds or
on school buses by any individual, including school personnel.� It is now
federal, state, and local law�no one is permitted to smoke on any school
property at any time. Federal law prohibits smoking in federally funded
schools. The Board of Health Regulations prohibit smoking in all public places,
including schools and school property. </font></p>
<p class="MsoNormal" style="margin:1 5; ">

<font face="Verdana" size="2">These laws, which apply to staff, students, and
visitors alike, are in effect at all times. Therefore, smoking is prohibited in
all school buildings and on all school property even when the schools are used
for such events as town meeting and elections. Smoking is also prohibited in
cars and buses parked or idling on school property. Smoking bans in
schools accomplish several goals, according to the Centers for Disease Control:</font></p>

<font face="Verdana" size="2">First, they discourage students from starting to
smoke by minimizing opportunity and example and maximizing positive role
models. </font></p>

<font face="Verdana" size="2">Second, bans reinforce the knowledge of the health
hazards of smoking and exposure to environmental tobacco smoke and put into
practice the �No Smoking� message that students are being taught. It can be a
school�s way of saying, �Do as I say <b><u>and</u></b> as I do.�</font></p>

<font face="Verdana" size="2">Third, no-tobacco-use policies promote a
tobacco-free environment as the norm. It is important that students believe
that smoke-free is the way things should be and that they understand that most
young people and adults do not smoke.</font></p>

<p class="MsoNormal" style="margin:1 5; ">
<font face="Verdana" size="2">Tobacco use bans also protect students and staff
from exposure to the environmental tobacco smoke (second-hand smoke) of others.
Tobacco smoke causes cancer, respiratory and cardiac diseases, as well as
irritation to the eyes, nose and throat. In children tobacco smoke can
contribute to bronchitis, pneumonia, asthma, and middle ear and lung infections.
It is well documented that tobacco use is the single most preventable cause of
premature death and illness in the United States. In Massachusetts alone,
11,000 residents die from tobacco-related illnesses every year.
Unfortunately, approximately 3000 people�most younger than 21 years of age�begin
to smoke each day in this country. 100,000 Massachusetts youth who are alive
today will die from smoking-related deaths.</font></p>
<p class="MsoNormal" style="margin:1 5; ">
<font face="Verdana" size="2"> </font></p>
<p class="MsoNormal" style="margin:1 5; ">
<font face="Verdana" size="2">Our schools, the school committee, the health
department and other health care professionals, community organizations such as
service clubs and religious institutions, as well as local businesses will
continue to work together in support of comprehensive tobacco control policies
and coordinated enforcement in an effort to promote and maintain a smoke-free
community.</font></p>

<font face="Verdana" size="2">Students need to hear and see the message that
smoke-free is the norm so that they remain tobacco-free for life.</font></p>
