The summer camp season is rapidly approaching. When picking a camp or
summer program, every family needs to consider its own personal needs and
requirements. Camp should be a wonderful experience for your child. To
help ensure this, it is essential that a camp provide a safe and healthy
environment for your camper and for the camp staff.

In Massachusetts, a camp must be evaluated and licensed by the local
Health Department, in the town or city in which the camp is located. The
camp must comply with the regulations developed by the Department of
Public Health, as well as any local rules. Presently, there are seven
licensed camps in Needham. A public health nurse makes sure that the camp
provides an appropriate environment for the well being of the campers. The
camp must have safe structures and equipment, adequate sanitary
facilities, and sufficient supervision of the campers; plans must be in
place for medical emergencies; natural and other physical disasters,
sufficient health care coverage; and injury and fire prevention plans.

Counselors are required to have at least four weeks experience in a
supervisory role with children, as well as an orientation before campers
arrive. A counselor should have training, certification, and experience if
they are supervising high-risk activities. All camp staff must have a
background and qualification check, including prior work history, and
three positive references. Camps are also required to check the staff
persons criminal history and sexual offender history to ensure she/he has
not committed a crime that would make him or her unsuitable as a
counselor. As a parent, it is important to ask if the camp reviews all of
this information.

Regarding campers taking prescription medications, the camp will keep all
medication in their original containers and store them in a locked
cabinet. The licensed health care professional or camp supervisor, who is
overseen by the camp health care consultant, will administer the
medication. The health supervisor must be 18 years of age and certified in
first aid and CPR.

Parents need to be aware of the dangers of prolonged sun exposure. Sunburn
and sun exposure, as a child, contribute to the risk of skin cancer as an
adult. Massachusetts includes a safe skin policy in the Minimum Sanitation
and Safety Standards for Recreational Camps for Children, Section 432.163:
Protection From the Sun. It reads, The operator shall, at all times,
encourage campers and staff to reduce ultraviolet exposure from the sun.
Such measures shall include, but need not be limited to, encouraging the
use of wide brim hats, long-sleeve shirts, long pants, screens with solar
protection factor of 15 and lip balm. Parents need to be aware of this
policy and discuss it with the camp director if they have any questions
about its being followed.

It is important that the staff set a good example by using sunscreen and
lip balm. Children look up to their leaders. Sunscreen (SPF 15 or greater)
should be applied 30 minutes before going out onto the sun, with
reapplications throughout the day. The camp should consider avoiding sun
exposure during the peak hours of 10:00 a.m. to 4:30 p.m. On days of high
sun intensity, indoor physical activities are always an option. Teaching
children early in life about preventive practices may lead to lifelong
sun-safe habits, according to the AMC Cancer Research Center.

To help protect campers against West Nile Virus, they should be advised to
wear long-sleeved shirts and long pants if they should be outdoors when
mosquitoes are active. They should use a mosquito repellant that contains
10-15% DEET ( N-N-diesthyl-meta-toluamide) and follow the directions on
the label. DEET can be poisonous if over used. Cream, lotion, or stick
formulas are best for use on skin. Avoid products with high amounts of
alcohol because they may absorb through the skin.

Pleas call the Needham Health Department at 781-455-7523 if you wish more
information on camp safety.
