<font face="Verdana" size="2">Can it only be February? Winter is less than half 
over, and yet, for many, the money allocated for heat and electricity is almost 
gone. The Boston area endured below seasonal temperatures for most of January, 
and there is little hope that the groundhog�s prediction will be for an early 
and warm Spring. There is help available, however, if the burden of this winter 
has exhausted one�s ability to make ends meet.<br>
<br>
The Needham Health Department/Needham Board of Health administers and 
coordinates various assistance programs for eligible families and individuals 
that reside in Needham. These programs include the SELF-HELP program, Salvation 
Army�s Good Neighbor program, and the Gift of Warmth.<br>
<br>
The SELF-HELP program is a Federal and State funded program for energy fuel 
assistance. To be eligible, one�s income must be no more than 200% of the 
poverty level. Proof of income is required, as well as proof of identification 
and residency. This program begins November 1, and is ongoing while the money 
lasts. The average amount given to pay for fuel has been $300 - $500.<br>
<br>
Another program is the Good Neighbor Energy Fund program. This program, 
sponsored by The Salvation Army and several energy companies, plays an important 
role each year assisting households, within the Commonwealth, faced with 
financial hardship and who are unable to meet their winter energy needs. This 
program is specifically for those having incomes 200% - 275% above the poverty 
level. It pays $275 towards a families fuel bill.<br>
<br>
In addition to these two programs, the Needham Health Department administers 
funds donated to The Gift of Warmth, and from FRIENDS, the Friends of the 
Needham Board of Health. Money is donated throughout the year from the Needham 
Community Council, Needham churches, local organizations, and private citizens. 
Families or individuals that may not qualify for any of the other programs may 
be assisted through the Gift of Warmth or Friends, in paying their heat and/or 
electric bills.<br>
<br>
The public nurses at the Health Department meet with residents that have called 
looking for assistance in paying their fuel bills. In addition, energy providers 
are contacted in order to insure that these residents will not lose their heat, 
or that it will be turned back on as quickly as possible. Fuel companies are 
paid directly, through all of the assistance programs.<br>
<br>
The public health nurses also assist the elderly and disabled residents of 
Needham to apply for the Food Stamp program. This program is also income based. 
In addition, the Needham Community Council operates a food pantry, and residents 
in need may make application at the Health Department with the assistance of one 
of the public health nurses. By utilizing this assistance, residents might be 
able to use the money saved to pay other bills.<br>
<br>
Anyone, who is finding that they are unable to pay their fuel bills, is 
encouraged to contact the Needham Health Department to make an appointment with 
one of the public health nurses to find out what is available in the way of 
assistance. To make a donation to help a fellow Needham resident during this 
very cold winter, make out a check to the Gift of Warmth and mail it to the 
Needham Health Department at the Town Hall, 1471 Highland Avenue, Needham, MA
