Called to order at 11:56am EST by T.S. Kelso.  Introductions skipped.

Minutes of the Summer 2008 TC Meeting (Honolulu)�Kelso
Kelso sent around minutes from Honolulu beforehand.  He made one change to show John Seago being extended for his role as TAS chair.  All comments have been incorporated.  Minutes were accepted without objections.

New Member Elections�Kelso
Kelso welcomed new members.  He apologized for participating in 4 back-to-back conferences in the latter part of the past year.

Kelso discussed committee structure.  He referenced the overall Technical Committee and then described the three sub-committees:  Conference Administration Subcommittee (CAS), Technical Administration Subcommittee (TAS), and the Web Administration Subcommittee (WAS).  The CAS supports the General Chairs with conference administration�providing infrastructure and documentation on how to run conferences.  The committee is there to provide mentorship.  The TAS helps the Technical Chairs ensure the quality of the conferences� technical programs.  The WAS has responsibility for the electronic infrastructure support including web and e-mail support.  Each of these subcommittees is still in early development�they are in the process of defining charters.  There are many opportunities for participation.  Shannon Coffey is serving as the WAS chair, John Seago is the TAS chair, and Felix Hoots is the CAS chair.  Kelso encouraged all members�especially those not currently serving as conference chairs�to pick a subcommittee to participate in.  He stated that volunteering is much easier than it used to be because we have better infrastructure support now.  
Kelso mentioned that the Technical Committee�s policy is to select a new chair a year ahead of time to facilitate the transition.  We have not been able to do that.  Kelso mentioned that one candidate came forward to serve as Chair-Elect:  Tom Eller.  Kelso provided his endorsement that Eller has experience chairing these committees, is a former AIAA TC Chair, and therefore would not need a full year of shadowing.  There were no other nominations�the committee voted unanimously for Tom Eller.
Mike Gabor reminded Kelso about the Secretary position.  Gabor nominated Wilkins, but Wilkins felt he had too much to do with his other responsibility.  No one expressed interest in taking the job during the meeting.  (Note:  After the meeting, Aaron Trask agreed to take on the role).

Treasurer�s Report�Coffey
Shannon Coffey provided the Treasurer�s report (see Attachment A).  The committee began the year with $74K and ended with $44K.  This discrepancy was due to registrations being counted in other years.  Profit from the Galveston conference was ~$6.4K.  There was $655 profit from the Markley Symposium because we loaned our web services to them.  This report included net income from Savannah of $5K.  Also included were $9K expenditures for web support and $1.5K for hotel deposit for the San Diego conference.
Paul Cefola asked where the money was being held.  Coffey responded that we have a Sun Trust bank account (including savings and checking) in Northern Virginia.  Jim Kirkpatrick and Coffey both have authority to sign checks, but Kirkpatrick is the only one that actually signs checks.  The Space Flight Mechanics Technical Committee�s funds are not commingled with the AAS.  The AAS paid back all that they previously owed us by cashing in stocks.  Our savings draws some interest.
Coffey also pointed out that we have had no losses since 2003.  Because we are under the AAS, we are not incorporated and are a non-profit.
Coffey has been managing the finances for 13 years.  Matt Wilkins asked about getting more info on registrations.  Shannon does not want the General Chairs to get scared about the potential for lack of income.  We have the money to cover it.  The chairs should focus on organizing a good conference and not on the bottom-line profit.

Technical Administration Subcommittee�Seago
Seago gave the TAS report.  He stated that there was not much to report�he is relatively new to the TAS and it has not met in a year.  He encouraged those who are not active to come to the TAS meeting.  The TAS impacts what happens with TCs and session chairs.  The meeting was scheduled for 5 pm in the Cumberland room.  

Conference Administration Subcommittee�Hoots
Hoots gave the CAS report.  The CAS meeting was on the previous day, had good participation from those who formally align with the committee along with chairs from both AAS and AIAA who were interested.  There was good cross-fertilization.  They discussed 2011 Winter conference sites.  They started to discuss 2011 Summer conference sites.  There was confusion about where on the agenda to discuss this.  Kelso pointed out that the item was later in the agenda.

Web Administration Subcommittee�Coffey
Coffey gave the WAS report (see Attachment B).  They had their first meeting on Monday.  It was sparsely attended.  Coffey encouraged people who were not on either of the other two committees to participate on this one.  
Coffey announced that Wilkins would be a liaison from the WAS to the CAS and that Mark Pittelkau would be a liaison from the WAS to the TAS.  Fred Pelletier would be a backup website administrator for space-flight.org, Pittelkau would be a backup for the abstract submittal system, and Wilkins would be a backup for registration.  They will have login access so that they can make changes to the websites.
The WAS first priority is to consolidate the e-mail lists (Chris Hall�s and the AIAA HQ list), work towards updating, and provide convenient access to the conference chairs.  
Wilkins proposed to replace all the websites.  He believes there are commercial companies out there who can do everything for less cost and with a resulting product that is more easily accessible.  Wilkins will work this effort in the background.
Seago asked about the $9K expenditure for website support.  Coffey did not have the itemized list.  Support included fixing an abstract upload problem with special characters.  Kelso mentioned that at a previous meeting we had asked for authorization from the committee to pay for web upgrades.  Seago asked if we had any impending modifications that still needed to be done.  Coffey mentioned that we have an existing list of things we would like to do including adding a capability to provide refunds for registration.  He said we are not moving ahead with anything right now.  Wilkins is beginning to investigate alternatives.
Gabor cited the Galveston minutes where $10k was authorized for features, not bug-fixes.
Coffey mentioned that the WAS does not have anything to do with JAS on-line.

Summer 2008 status (Honolulu)�Trask/Gabor
Nothing new to report from joint TC.

Winter 2009 status (Savannah)�Wilkins/Segerman
Wilkins updated his report from the joint TC meeting.  There were a few more registrations on-site.  The total was 80 members, 36 non-members (did not include the Russians who had to pull out at the last minute), 4 retirees, and 53 students.  That was a total 116 full registrations and 172 total registrations.  He had scaled back the budget and then added money back in as people registered.  He predicted that we should be running a small profit.  He was on a tight budget.  He intends to prioritize needs for future conferences including getting new projectors.  
Coffey asked about whether we were able to accommodate everyone for the cruise.  Wilkins was able to give out tickets to the people that repeatedly asked.  He also bought four additional tickets.
Coffey was surprised that the projectors were not working out.  They have not been used that much except for conferences.
Wilkins stated that he still had to deal with refunds.  We do not have a firm refund policy and there needs to be one.  Coffey also suggested that another similar item to resolve it the late fee.  He suggested the CAS take up both of these policies.
Wilkins announced that that evening would be the student reception that Ryan Russel organized.  He suggested hosting these types of receptions at future conferences.
Pittelkau announced that some people can not get their papers reviewed early enough.  The idea of mandatory pre-registrations goes against people having until the last minute to complete their papers.
Kelso asked the CAS to look at these issues and make recommendations to the full committee. 

Summer 2009 status (Pittsburgh)�Chan/Rao

Summer 2010 status (Toronto)�Gearhart
Nothing new to report from joint TC except that we have Beny Neta as AIAA GC, and Bob Glover as TC.

Winter 2011 site selection�Bowes
Angela Bowes provided the report (see Attachment C).   The CAS employed Helms-Briscoe to do initial search for hotels at each location: Chattanooga, TN; New Orleans, LA; Hot Springs, AR; San Antonio, TX; Austin, TX; Tucson, AZ; Santa Fe, NM; Breckenridge, CO; Salt Lake City, UT; Chicago, IL.  Helms-Briscoe could not find any facilities meeting our needs in Taos, NM; Gatlinburg, TN; Jackson Hole, WY; or other Colorado ski areas.
Hoots described the process:  we vote for 2 places, take the top 3 and then come back to vote for top 1.  Once we get top 3, Bowes will dig in and find more options.  We will have the other options as backup.  
Peter Lai suggested that because this conference will be after big one in Toronto, we might have lower attendance.

John Breakwell Student Travel Award�Howell
Kathy Howell provided the report for Paul Williams.  She said there were 10 applicants and 3 awards were made.  
Wilkins expressed concern about folding the Breakwell costs into the conference.  Daniel Scheeres mentioned that at one time it was originally taken out of SFM funds and then it was folded into the conference costs.  He mentioned that we wanted to fold it in to the costs so that it is done prior to the money split between AAS and SFM.  
Each conference includes three awards up to $2,500 total.
There was additional discussion on whether student costs should be included in the total registration.  The policy since Copper Mountain is that they pay for what they consume.  We do not make money off of them.  
Dirk Brouwer Award� Scheeres
Scheeres announced that there were 2 very good candidates and Bob Schutz won.  
He will be sending out e-mail soliciting for next year in early March.  He recommended looking around the community for someone who has done ground-breaking technical work.
Cefola announced that Malcom Schuster has been having health issues.
