Opening remarks � Paul Cefola called the meeting to order at 11:30.  Please note that the full committee roster is available on the website ( HYPERLINK http://www.space-flight.org) http://www.space-flight.org).   

Minutes of the February 2002 meeting - Everyone had received the minutes via email, and since there were no corrections, we unanimously approved the minutes without change.

Treasurer�s Report � Shannon Coffey presented a spreadsheet showing debits and credits for the recent meetings. We had a long discussion about the finances. The status is fairly good, being in the black almost $58K. However, there was concern about the availability of those funds. Paul Cefola took an action to get with Jim Kirkpatrick to verify the dollars that we have in our account, and to ascertain whether or not those funds are actually available for our use.

A discussion ensued about what to do with the funds. A motion was nearly unanimously approved (1 negative vote) to have "The committee chair will investigate options to establish our own bank account.� 

Report on Winter 2002, San Antonio, Texas (Luu/Alfriend) (Full report included at the end of this document)
Kim Luu reported the final numbers from the San Antonio Conference. The conference went very well, and was profitable. Attendance was as follows. 

Members		= 83Non-members 		= 28Students 		= 34Total Attendance 	= 145

Terry Alfriend commented on the large number of no shows. A discussion ensued. The work lost (about a week or so) from the events of Sept 11th could have been a factor, but we didn�t know. 

Interim report for Summer 2002 AIAA, Monterey, California (Hall/McAdams).
This is an AIAA led conference.

Jim McAdams presented information about the conference. 178 people had registered, and this is up from the previous conferences. 140 abstracts were received by 1 Feb, and 3 were rejected. 141 were in the program, and about 125 presentations had occurred at that point in the meeting. 
A discussion ensued about what to do if a person was a no show, but the paper was already loaded onto the server. The consensus seemed to be that they could resubmit the paper for a future conference. 
Some of the rooms were small. This was a result of our being "ousted" by the larger GNC presentations, but was also a result of the hotel giving conflicting information about the number of chairs that could fit in each room.
 There was initial confusion and problems with the online paper process, which was somewhat expected since it was the first time for its operation for an Astrodynamics Specialist Conference. 
There were comments about the lack of preparations for some speakers. Michael Zedd agreed to provide a list of suggestions to the conference chair, and this list would be passed to session chairs for information to give to speakers in the future.

Finally, the social event was well received. 

Planning for Winter 2003 AAS, Puerto Rico, (Proulx/Scheeres)
Ron Proulx reported on the status of the meeting. The conference is scheduled for 9-13 February, 2003. The contract has been signed and the first mailing (~$1300) has gone out. The Ponce Hilton will guarantee rates ($129 govt, $150 others) for +- 2 days on each side of the conference. Two receptions are planned, Sunday and Monday, and a BBCue is planned for Tuesday. There will be three days of papers. A tour of the Aericebo Observatory is planned for Thursday. The registration is estimated at $225 - that is based on 125 attendees, and 10 students. 

Dan Scheeres indicated that 5 abstracts were already received. Plenary sessions, session chairs, and special topics are still needed. 

Planning for Summer 2003 AAS conference, Big Sky Montana, (Soyka/DeLafontaine)
Jay Middour presented information for the conference. BoezmanBozeman MT is the nearest airport, bout 45 minutes away, The call for papers, contract, etc, are in process. An evening BBCue is planned, and David Vallado and Michael Zedd are working a stargazing contest/activity. This is tentatively envisioned as a �star rallyparty� and a time of culmination �guess�. The prizes could be a free AAS year membership, etc. 

Planning for Winter 2004 AAS conference, Maui, HI. (Luu/McLaughlin) 
Kim Luu discussed possible locations for this conference, including AZ and HI. After some discussion, we voted between HI � 14, and Az � 8. We then voted between Oahu � 1, Maui � 16, and Kuai � 5. There was some discussion about the conference dates conflicting with the AMOS conference. Kim Luu will be the general chair and Shannon Coffey will be the Technical Chair. 

Discussion of meeting site for Summer 2004 Astrodynamics conference, Providence, RI. (Hall) 
This is an AIAA-led conference and the decision had been made to go to Providence RI. There was some discussion and murmuring, and we voted to determine if we would accept this, or if we wanted to suggest a Chicago conference. We accepted Providence 19-3.  The AAS General Chair will be Michael Gabor and the AAS  Technical Chair will be Craig Kluever. 

Discussion of meeting site for Winter 2005 Astrodynamics conference. (Cefola) � This will be done by email. 

Breakwell Student Travel Award (Scheeres, Kaufman, Kluever) � No report was given.    

Dirk Brouwer Award (Mackison, Alfriend, Coffey) � Three nominations were received (Jim Wright, Roger Broucke and David Dunham). Voting will be done by email.    

AAS National Business (Cefola) � Paul Cefola reported that there will be an AAS national meeting on 21 Sept. An open item is the latency of the Journal of Astronautical Sciences.  

Other Business �
We did not have a discussion about using credit cards that was left-over from last meeting. The rate could be up to, but probably less than, 5%. This could be a nice feature, but also could dig into any potential profits/break-even for a conference. Karen Richon had an action to investigate this further, but was not at the conference.  

Nominations for new committee personnel were encouraged from all members. The packages are due to P. Cefola on Sept 23. There are six positions open. 

Consideration should also be given to the new chair elect who would serve as chair-elect in 2003 and chair during the 2004-2005 time period.

David Vallado agreed to continue as secretary for the committee. 

Other items were deferred due to time constraints.
