Opening remarks - Felix Hoots called the meeting to order at 11:45 and circulated a page asking for address/email changes.  Please note that the full committee roster is available on the website ( HYPERLINK http://www.space-flight.org) http://www.space-flight.org).  Felix welcomed the new committee members present at the meeting, and explained some of the policy and procedures to the group. 

Minutes of the August 2000 meeting - Because everyone had received the minutes via email, we did not read the minutes. Rather, David Vallado read the interim minutes that had transpired since the August meeting, given below.   These will be made a part of the committee records.  

The Space Flight Mechanics committee voted by email (28 for, 1 against) to petition the AAS to grant the authority for selection of the Brouwer Award to the Space Flight  Mechanics committee.  Following is the petition sent to the Board.

The Space Flight Mechanics committee petitions the AAS Board of Directors for sole responsibility to select individuals for the AAS Dirk Brouwer award.

"The Space Flight Mechanics Committee requests that the AAS Dirk Brower Award be presented to the recipient at one of two locations, the annual AAS Space Flight Mechanics meeting, or the AAS national Meeting, with the location specified by the recipient."

The AAS Board approved the resolution on 16 November 2000.

We also announced that Dr Paul Cefola was elected the new chair for the committee. He will begin serving in 2002 for a 2-year term. 

Finally, David Vallado was elected to the position of secretary, and he will begin immediately as there was no previous secretary.
 
The minutes and addendums were approved without change.

Treasurer�s Report - a spreadsheet showing debits and credits for recent meetings was distributed.  Shannon Coffey was not at the meeting, so a written description was presented.

Report on Summer 2000 AIAA Astrodynamics Specialist Conference, Denver, Colorado (Shuster/Vallado) - Malcolm Shuster and David Vallado reported that since it was an AIAA conference, there was little information we had to report about the conference statistics. Malcolm has subsequently provided the following information from the Denver conference.

Report on Winter 2001 Spaceflight Mechanics Meeting, Santa Barbara, California (Scheeres/D�Amario) - Dan Scheeres reported that we had 176 registered attendees, broken down as 26 students, 49 non-members, and 101 members. He expects the conference to break even, and maybe have a small profit. 33 copies of the proceedings were sold, and Bob Jacobs (AAS), who was on site during the conference, said this was a good showing. There was not enough food for Tuesday night, but the event wasn�t planned as a full dinner. A discussion ensued on what rates we should charge for the conferences, and how we should treat new/non-members, etc. An action was given as follows. 

Terry Afriend, Bob Melton, Karen Richon, and David Spencer will examine the rates and make recommendations to the committee at the August conference. They will examine:

How to do new memberships? At the conference, afterwards, etc. 
How much should we charge?
Should there be a retired fee structure?
Should there be a 1-day attendance fee?
Other options?
	
Lou D�Amario mentioned that by the abstract deadline, 104 abstracts were in. By Oct 15th, 155 were in, thus a 4th day was needed. 4 were rejected, 11 withdrawals before the program, 3 withdrawn after the program, and 5 were withdrawn at the conference. The final PDF program was available on the website 2 weeks ahead of the conference. Recommendations included using electronic submissions for the abstracts, perhaps WORD for the short form, and PDF for the long form. 

Planning for Summer 2001 Astrodynamics Conference, Quebec City, Canada (Misra/Spencer) - Arun Misra reported that the conference is set for July 30-August 2 2001 meeting date at the Hilton. There will be a dinner on Tuesday night, and a reception on Sunday night. The 1-800 number seems to have problems, but the toll number works fine. Arun indicated the rooms would be about $120 (US), with some more expensive rooms also available. The price will be good for � 1 day from the conference dates. Smaller rooms may be available for even less � you may want to bargain when you make your reservation. David Spencer noted that the call for papers was extended until March 2nd. He will try to keep just 3 concurrent sessions.  

Planning for Winter 2002, San Antonio, Texas (Luu) - Kim Luu noted that the contract is signed for the Adams Mark hotel. The government rate (today) of $91 is confirmed, it may go up some by the conference date, and it�s good � 2 days around the conference. The dates are 27-31 Jan 2002 (The Breckenridge GN Ski conference is 6-10 Feb).  There was some confusion on the dates for solidifying the numbers of sessions, and the abstracts. Kim will check this out. The committee voted and recommended a reception on Sunday night, and a dinner on Tuesday night. Malcolm Shuster suggested a short course before the conference. We discussed the possibility, and Malcolm took the action to explore the options and present a recommendation to the committee at the August conference. This would include rates, numbers, logistics, etc.

Planning for Summer 2002 AIAA, Monterey, California (Hall). This is an AIAA led conference - Craig McLaughlin and Lauri Newman are the AIAA chairs, and Chris Hall and Jim McAdams are the AAS general and technical chairs, respectively. 

Discussion of meeting site for Winter 2003 AIAA (Hoots) - Arun Misra, Kim Luu, and David Vallado discussed information about the possible sites from our last meeting. We conducted two votes (in parenthesis) to narrow the field, and the results were Charleston SC (14/7), Lake Placid New York (13/7), and Puerto Rico (8/4). All three volunteered to continue work on the site selection.

Discussion of meeting site for Summer 2003 Astrodynamics conference (Hoots) - We suggested Big Sky Montana, a Colorado Ski town, and Taos/Santa Fe as possible options. Mark Soyka and Karen Richon will gather information on these areas for the next meeting. 

Breakwell Student Travel Award (Hall) - Chris Hall reported that there were 5 applicants for the award, which is actually not too bad. He recommended that the students submit their papers instead of just an abstract, and that we could begin this with the next conference.  

Dirk Brouwer Award (Mackison, Misra, Alfriend, Culp) - Don Mackison provided a handout concerning the new policies (which followed the addendums to the minutes above). Due to the great deal of confusion of the process from last year, the committee suggested that clear guidelines be provided so we can implement the new procedures for this years nomination. Terry Alfreind and Don Mackison will work on this and send out information as soon as possible.
