Opening remarks -- Felix Hoots called the meeting to order at noon and circulated a page asking for address/email changes.  Please note that the full committee roster is available on the website ( HYPERLINK http://www.space-flight.org) http://www.space-flight.org).  If anyone prefers a hardcopy, please contact Felix. 

Minutes of the January 2000 meeting - David Vallado read the minutes and they were approved without change.

Treasurer's Report (Coffey) - A spreadsheet was distributed showing debits and credits for recent meetings.  Shannon did not yet have the final figures for the Clearwater Florida meeting because he was not able to make contact with Carolyn Brown.  There was a question about the deposits made for the Quebec conference and Shannon indicated he would check the numbers.

Final Report on Winter 2000 Spaceflight Mechanics Meeting, Clearwater, Florida (Hall/Kluever) Chris Hall reported that 147 people attended the conference.  This covered the cost of all the rooms, and we incurred no penalties.  The dinner theatre on Tuesday night only sold about 65 tickets.  We were able to work with the hotel and performing crew to limit extra food and expenses and the event was covered.  There were 1462 papers sold, and 27 copies of the proceedings.  Total income was $33492, resulting in about a $2500 profit for the conference.  Craig Kluever reported that 109 papers were received for the conference.  106 were in the program, consisting of 15 sessions and 2 special sessions.  3 papers were withdrawn, and there was 1 no show.  Craig reported that email was used exclusively for the conference, and that the process had worked quite well.  We had a discussion concerning the submission of abstracts for future conferences by email.  Options included text abstracts and PDF extended abstracts, file attachments for all correspondence, and the use of templates. We did not resolve the issue, although WORD document templates seemed to have general support. 

Status Report on Summer 2000 Astrodynamics Conference, Denver, Colorado (Shuster/Vallado) Malcolm Shuster reported that we had 133 attendees so far.  David Vallado reported that astrodynamics portion had 14 sessions over 3.5 days (Aug. 14-17).  The conference was located at the Denver Marriott Technology Center.  He also reported that 100 abstracts were submitted, 2 were withdrawn, and 1 cancelled (so far).  97 Abstracts were accepted for the initial program (25 Feb).  The astrodynamics sessions successfully reserved two adjacent, medium size rooms (~80 people) for the sessions to minimize travel time between papers.  This worked quite well.  6 papers were withdrawn before the final program.  65 were published in the proceedings, and 26 were not in time.  8 were withdrawn by the conference, and there were 3 no shows, at this time.  The last astrodynamics session was moved (2 papers) into Wednesday afternoon. Karen Richon pointed out that the AIAA was in the process of transitioning from paper to CD for the proceedings.  Mark Soyka asked a show of hands of who opted for the CD and who for the hard copy and it was about 1/2 & 1/2.

Planning Report on Winter 2001 Spaceflight Mechanics Meeting, Santa Barbara, California (Scheeres/D'Amario) Dan Scheeres reported that the meeting is set for Feb.11-14, 2001 at the Radisson Hotel in Santa Barbara, California.  The government rate is available.  The call for papers and announcements are already out.  The rates are $190 for members, $235 for non-members, and $40 for students.  A long discussion ensued about the rates and how we treat non-members, and whether or not we require them to pay for a years membership.  If we do include the year membership, the general consensus seemed to be that we should charge the entire $85 difference, but there were several objections.  Since the literature is already out, we cannot change this conference, but we need to adopt a uniform policy to eliminate confusion in future conferences.  Shannon Coffey volunteered to assist this process.  There will be 3 receptions (Sunday night, Monday night with a meal, and Tuesday afternoon. There is a potential to get a live feed for the NEAR landing on EROS during the conference.  Lou D'Amario reported that 6 abstracts have already been received.

Planning Report on Summer 2001 Astrodynamics Conference, Quebec City, Quebec (Misra/Spencer) Arun Misra reported that the conference is set for July 30-August 2, 2001 at the Hilton in Quebec City, Canada.  This will be just before the GNC conference in Montreal the following week (Ron Lisowski reported that it may be possible to reduce the GNC rates of those attending both conferences).  Arun indicated the rooms will be about $124 (US), with some more expensive rooms also available.  He is planning an early bird reception for Sunday night.  The reception for the Tuesday dinner had two options (parliament building and a maple syrup tour/demonstration).  We voted on the options (19-5), and will attend the parliament building.  The cost is expected to be about $35 (US).  We also voted on 2 receptions and 1 dinner versus 1 reception and 1 dinner.  The vote was 4-18.  Thus, we will have more opportunity to explore the city. David Spencer noted that the call for papers will be released in Aerospace America and Space Times around October. 

Planning for Winter 2002 Spaceflight Mechanics Meeting (Luu, Shuster) . Kim Luu presented information for San Antonio, Flagstaff, and Big Sky Montana.  We voted on potential locations for the winter meeting.  The first vote was 12, 6, 8 (in order). A second vote was held between the top two (San Antonio and Big Sky).  The second vote chose San Antonio (14-12).  A third vote confirmed San Antonio (14-12) over Flagstaff as the alternative.

Planning for Summer 2002 Astrodynamics Conference (AIAA) The AIAA has selected the Hyatt Regency in Monterey Califormia as the site for the Summer 2002 Astrodynamics Conference.  It will be held Aug 2-5, 2002.  Craig McLaughlin and Lauri Newman are the AIAA chairs, and Chris Hall and Jim McAdams volunteered to be the AAS general and technical chairs, respectively.

Planning for Winter 2003 Spaceflight Mechanics Meeting We discussed possible locations for this conference.  We agreed that the following sites would be researched.  Arun Misra would research Hilton Head SC, Nashville TN, and Puerto Rico. Kim Luu will research Savannah GA, Charleston SC, and Myrtle Beach SC, and David Vallado will research Williamsburg VA.

Breakwell Student Travel Award (Hall) Chris Hall reported that there was no award for this conference because it is an AIAA conference.  The problem of limited applications continues.  It is important to get nominations in.  Chris will send special announcements to universities to remind them of this opportunity.

Dirk Brouwer Award (Bainum) Peter Bainum reported that the Spaceflight Mechanics Committee nomination, Paul Cefola, has been submitted to the Professional Awards Subcommittee. However, two additional individuals (a manager from NASA, and another unnamed person from the committee) have been nominated, so the selection isn't certain.  We discussed our concern with having people outside the "field" be recognized, but have little more we can do. Peter stated that, if asked by the Awards Subcommittee, he would continue to support Paul Cefola as our choice.  Peter Bainum will be rotating off the committee in December.  Felix thanked him for his service on the Awards Committee.  Felix asked for a volunteer to serve on the Awards Committee.  Paul Cefola volunteered.  Since Peter was the chair of the committee, Felix asked the committee to decide who would be their new chair.

AAS Merger Information Shannon Coffey reported on a proposed merger of the AAS with the Space Foundation.  It initially appeared that this would be presented for a vote of the membership in November.  However, the current plan is to not rush into a decision.  Rather, the AAS will proceed with hiring a replacement for Carolyn Brown and will more carefully research the practicality of such a merger.

Nominations for New Members There will be 5 vacancies on the committee at the end of this year.  Four people will rotate off the committee and one has an extended term due to conference responsibilities.  Felix asked the committee to begin to consider nominations.  Felix will formally solicit nominations by email and voting will take place by email.  New members will attend their first meeting in Santa Barbara in February.  Felix thanked those members who will be rotating off the committee: Peter Bainum, Victoria Coverstone-Carroll, Bob Farquhar, and Tony Hagar.  Also, according to the new policy and procedure manual, we will be electing a secretary at the same time the chair elect.  Felix asked the committee to begin to consider nominations for both positions.  Felix will formally solicit nominations by email and voting will take place by email.

Policies and Procedures (Coffey) The committee presented their most recent draft of the Spaceflight Mechanics Committee Policy and Procedure Manual.  During the course of the conference committee members had received a few additional suggestions for inclusion or clarification.  They will incorporate the last of these changes and provide a final copy to the Chair.  He will distribute this by email and committee members will vote on ratification by email.

Conference Manual Felix Hoots provided a copy the completed Planning Manual for Summer Conferences to all committee members.  This manual was developed by the General and Technical Chairs of the Girdwood, Alaska conference (Bernie Kaufman, Terry Alfriend, Kathie Howell, Felix Hoots).  Felix will provide an electronic copy to Shannon Coffey who will post it on the committee web site.

Conference Proceedings Felix Hoots presented a report from Kathie Howell, the Editor of the Journal of Astronautical Sciences.  Kathie suggested that the committee pay the page charges for the Best Paper from the AAS conferences.  Arun Misra made a motion, seconded by Paul Cefola, as follows: "For those conferences in which AAS is the lead and presents a Best Paper award, if the paper is submitted to the Journal of Astronautical Sciences and, after review, is accepted for publication, the Space Flight Mechanics committee will pay the page charges up to a maximum of $1000."  The motion passed unanimously.  The first conference where this will take effect will be the Winter 2001 conference in Santa Barbara.  Additionally, Kathie's report discussed her progress in developing a standard format for AAS conference papers and Journal of Astronautical Sciences papers.  Kathie will be working with Bob Jacobs, who produces the conferences proceedings, to work out the details.  Any format changes are expected to be implemented at the same time that instructions for authors are published for paper submissions on computer disks.  Discussions are ongoing between the journal and AAS headquarters to formalize a process to submit papers to the journal on computer disks.  The estimated cost savings will be 10-15%.  Savings on page charges will be passed on to the authors.  Kathie will submit future reports to the committee to keep us appraised of progress in these areas.
