Opening remarks -- Bob Melton called the meeting to order at noon and circulated a page asking for address/email changes.  Please note that the full committee roster is available on the website (http://www.space-flight.org).  If anyone prefers a hardcopy, please contact Melton.

Minutes of the February 1999 meeting -- approved without change.

Treasurer's Report (Coffey) -- a spreadsheet showing debits and credits for recent meetings was distributed.  We have closed out the Breckenridge meeting, with a reported profit of $8417, including the expenses for the web site ($674) and the Breakwell Student Travel Award ($1000), the actual profit was $8417.  Shannon noted that the web site expenses will always be charged to the winter conference, and the amount of the Breakwell Award will be charged to the corresponding conference. 

Report on the Winter 1999 Spaceflight Mechanics Meeting (Culp/Bishop)  Don Mackison reported (for Bob Culp and Bob Bishop) that 147 people registered, nearly 50% more than had been anticipated.  Of the 105 papers accepted, 5 were formally withdrawn and 7 were no-shows or last-minute withdrawals.  

Report on Summer 1999 Astrodynamics Specialist Conference, Girdwood, Alaska (Kaufman/Howell).  Bernie Kaufman reported that as of Tuesday, we had registered over 200 people, that all arrangements with the hotel had been going smoothly, and that the conference finances were in good shape.  Because the dinner seating at Glacier Express is limited to 200, some registrants will not be able to attend.  This resulted in some discussion about how much we should subsidize non-registrants (family members and guests) for receptions and dinners at future conferences.  Kathie Howell reported that 172 papers had been accepted, with 11 withdrawals as of Tuesday.  The technical sessions (21 total) were also going smoothly.

There was some subsequent discussion regarding abstract deadlines and notification dates.  More strict enforcement of the abstract deadline would provide a better estimate of conference attendance and requirements for hotel rooms, but any change in policy from the now accepted practice of soft abstract deadlines would need to be announced prominently.

Report on Winter 2000 Spaceflight Mechanics Meeting, Clearwater, Florida (Hall/Kluever) Chris Hall reported that the contract has been signed with the Belleview Biltmore.  The meeting will occur Jan. 23-26, 2000, with a $175 registration, and will include a Mystery Theatre Dinner ($45/ticket).  Room rates were negotiated to $110/night, which is $10 over the government per diem allowance.    Craig Kluever reported that 4 abstracts have been submitted thus far (deadline is Sept. 15).  AIAA General Chair -- John Hanson; Technical Chair -- Beny Neta.

Terry Alfriend reminded everyone that there is a FileMaker Pro database created for the 1995 Halifax meeting.  Technical Chairs are encouraged to use it for organizing sessions, generating the printed program, etc.

Report on Summer 2000 Astrodynamics Conference, Denver, Colorado (Shuster/Vallado)   Bob Melton summarized reports from Malcolm Shuster and Richard Holdaway (AAS and AIAA General Chairs) resulting from the AIAA planning meeting for that conference.  Astrodynamics has been allocated 15 sessions over 3.5 days (Aug. 14-17).  The conference will occur at the Denver Marriott Technology Center.  A site meeting will occur in Feb. 2000.  Dave Vallado (AAS Technical Chair) noted that the abstract deadline is Jan. 3, 2000.  Jeff Beck is the AIAA Technical Chair. 

Report on Winter 2001 Spaceflight Mechanics Meeting (Scheeres/D'Amario) Lou D'Amario reported that the meeting is set for Feb. 11-14, 2001 at the Radisson Hotel in Santa Barbara, California.  AIAA General Chair -- Bobby Williams; AIAA Technical Chair -- Lester Sackett.

Planning for Summer 2001 Astrodynamics Conference (Melton)  Several locations were suggested, including Montreal (site for GNC that year), Hilton Head, an island off the coast of Georgia, the coast of Maine, Western North Carolina, Savannah, and Newport, Rhode Island.  After some discussion, the committee voted overwhelmingly in favor of Quebec City.  David Spencer had already volunteered to be Technical Chair, and Arun Misra agreed to serve as General Chair.

Discussion of meeting site for Winter 2002 (Melton)  An earlier email straw vote had indicated an even split regarding a return to Breckenridge for the Winter 2002 meeting.  A formal vote resulted in 5 members supporting a return to Breckenridge and 12 opposing it.  

Breakwell Student Travel Award (Hall) Chris Hall reported that the Student Travel Award Subcommittee received 11 applications from 4 universities.  The winner for this conference is Brian Barden, who will be presented with a formal certificate at the dinner on Tuesday evening.  There was a strong  consensus that we should continue to fund only award per meeting over the next several meetings and not present the award at the summer conference in even-numbered years (since we receive no income from that meeting).

Dirk Brouwer Award (Bainum)  Peter Bainum reported that the Professional Awards Subcommittee is presently holding one nomination (Louis Walters).  Nominators should bring complete nomination packages (one page nomination statement, plus optional supporting material) to the Winter 2000 meeting or submit them to Bainum earlier.

Policies and Procedures (Coffey) Shannon Coffey reported that the subcommittee (Coffey, D'Amario and Melton) would be meeting shortly and hoped to present a draft of a Policies and Procedures Manual to the committee at the Winter 2000 meeting. 

Nomination of New Members.  Melton announced that there would be seven openings for new members.  Everyone should send nominations (including a one-page resume) to Melton by Sept. 1.  Voting will be by mail ballot.

Other business  Bob Melton thanked outgoing members Terry Alfriend, Bob Bishop, Tom Eller, Mike Hough, Kathie Howell, and Mike Ross, and Cathy Thornton.

Felix Hoots was sworn in as the new committee Chair.
