from the AIAA Astrodynamics TC meeting regarding the conference Best Paper
Award; Beny Neta, the current administrator, finds it difficult to select one
overall Best Paper over different technical areas because the selected reviewer
of the final round tends to be partial to his/her area of expertise.<span
style="mso-spacerun: yes"> </span>Beny proposed to select one paper in
each area, but this gives rise to issue regarding paying for page charges for
journal publication of the winning paper.<span style="mso-spacerun: yes">
</span>Terry Alfriend raised objection because multiple awards would dilute the
meaningfulness of the award.<span style="mso-spacerun: yes">
</span>Having multiple reviewers representative of the different areas could
also address the problem.<span style="mso-spacerun: yes"> </span>Kim took
action to take this up as a topic at the next joint AAS/AIAA TC meeting in

Luu again presented a proposal to create two new subcommittees (Conference
Administration and Technical Administration) to assist in the various
conference planning and administration tasks and tools.<span
style="mso-spacerun: yes"> </span>Attached is the PowerPoint
presentation.<span style="mso-spacerun: yes"> </span>Included in the
proposal is a requirement for all TC members to participate as a member of a
subcommittee (the two new ones, the Brouwer Award subcommittee, or the
Breakwell Student Travel Award subcommittee), except those who have served as
an AAS technical or general chair at an AAS-led conference at least once during
their current tenure.<span style="mso-spacerun: yes"> </span>After a
short discussion, the TC unanimously accepted the proposal in its entirety.<span
style="mso-spacerun: yes"> </span>Kim took an action to start organizing
the new subcommittees and detailing their duties.<o:p></o:p></span></p>
<p class=MsoNormal style='margin-bottom:5.0pt'><span style='font-size:10.0pt'>Based
on a TC member�s suggestion to consider complete separation from the AIAA-led
conferences, Kim broached this topic at the AIAA Astrodynamics TC meeting,
which was attended by the new AIAA president, Paul Nielsen.<span
style="mso-spacerun: yes"> </span>Paul expressed a desire to learn about
motivations for this action and seemed willing to consider changes to the
existing arrangement.<span style="mso-spacerun: yes"> </span>Kim is
currently concerned about having sufficient manpower from the SFM TC to
organize a second conference during the even years.<span style="mso-spacerun:
yes"> </span>If this problem is resolved by the actions in the approved
proposal, the next step would be setting up ad hoc joint (with the AIAA
Astrodynamics TC) subcommittee to flesh out all issues surrounding this issue.<o:p></o:p></span></p>

Matt Berry, Jim Miller, Daniele Mortari, Bo Naasz, Anil Rao, Connie Weeks, Matt
Wilkins, and Paul Williams.<span style="mso-spacerun: yes"> </span>Kim
Luu displayed a roster of current TC members and their affiliations for
consideration in balancing membership between industry/academia/government with
some international members.<span style="mso-spacerun: yes">
</span>Nominators gave short background for each nominee, highlighting their
accomplishments and volunteer/service background if appropriate.<o:p></o:p></span></p>

<p class=MsoNormal><span style='font-size:10.0pt'>Subsequent to the TC meeting,
voting for new members resulted in the election of Daniele Mortari, Bo Naasz,
Anil Rao, Matt Wilkins, and Paul Williams.<span style="mso-spacerun:
yes"> </span>Formal invitations were issued to join the TC with the new
service requirements explicitly stated, and all accepted.</span></p>
