1. 	Opening Remarks/Introductions (Sims)Jon Sims opened the meeting welcoming all to Keystone. The members introduced themselves around the room, identifying their committee memberships.  

2.   Report on Tampa Bay Space Flight Mechanics Conference (Schumacher)Paul Schumacher presented a summary of the 16th annual SFMC held in Tampa Bay. It was a good venue that worked well for the meeting.  Planning had been based on an attendance of 150, 157 actually attended.  This provided a slight profit, the final figures are not yet in.  This meeting had the inaugural use of on-line registration, including attendees from 9 foreign countries. The $460 fee was all inclusive and subsidized student and retiree participation.  There will be hardbound proceedings of the conference.  AGI prepared the programs, including the illustration and did a very nice job.  He noted that the production of CDs cut into the sales of the hardbound proceedings and had a large impact on paper sales (dropping to about 300 from a typical sale of 1000-2000).  The availability of on-line preprints probably also had an impact on paper sales.
 
3. 	Status on Keystone Conference (Scheeres, Pittelkau)Dan Scheeres reported that as of last Friday, there were 128 attendees registered through the on-line process.  They will provide updates Monday and on Thursday.  He noted the change of venue form some sessions tomorrow to the Lake Shore building.  Mark Pittelkau provided a written preliminary report.  He noted the high incidence of no paper uploads and no shows, giving a short analysis of the paper status as know at the time.  There is a conflict with an author having papers in both GNC and ASC sessions.  Dave Spencer asked if they had tried to deconflict similar sessions with the GNC?  Alan Lovell replied that they had tried to do this in March, but it was very difficult. Kara Niedemeyer said that AIAA still does not allow cross checking between the components of large, combined conferences, and that working between the TCs and with the General Chairmen was the only way to help avoid conflicts.  Mark Pittelkau offered the opinion that we are not rejecting enough poor papers.

4. 	Committee (Niedemeyer)Kara Niedemeyer, product manager for the AIAA, presented plaques to the General and Technical chairs of the Keystone conference.  She said that the top three candidates for the 2008 Astrodynamics summer conference were Vancouver, Honolulu, and Anchorage.  Anna Sparks of the AIAA, who handles physical and financial arrangements, will be getting bids for these areas.  There was some considerable dissatisfaction expressed with the costs of the social events for the Keystone conference!  Tom Eller asked how did we get to an $86 BBQ?  The response was that this was a full-up dinner of steak and salmon.  The $55 cost for guests for the reception was also criticized.  Several members noted that, because they had their families at the conference, they would be forced to forgo the social events due to cost.

5. 	Future Conferences2007 Space Flight Mechanics; Sedona, AZ (Gearhart). There was a concern voiced that there was still little information available for this meeting.  Jim Gearhart stated that the Call for Papers had been issued and that the abstract deadline would be October 1.  Official sponsorship from the AIAA had been procured.  Carol Schumacher of the Lowell Observatory will be the plenary speaker, with an outing to the observatory as the social event.

      2007 Astrodynamics Conference; Mackinac Island, MI (Proulx, Starchville). Ron Proulx said that the contract was signed for $120 per night or 25% over government per diem, which ever was less.  He stated that the Call for Papers would be in the October or November Aerospace America.  Tom Starchville said that the abstract deadline would be March 15.
2007 Space Flight Mechanics; Galveston, TX (Eller).  Tom Eller informed the meeting that the contract with the San Luis hotel had already been signed, at the government rate.  An acceptable number of rooms are provided.  

6. 	Other DiscussionMark Pittelkau provided some additional notes on the current conference. There has been one late submission (from Spain) that was accepted.  Some of the late paper withdrawals were caused by a change in the JPL export control review process.  This resulted in the loss of 2 JPL papers.  Mark noted that there had been a request for a substitute presenter in John Seago�s session and that John had approved.  This is not encouraged.  It was noted that there was a substitute presenter in Big Sky who spoke no English, resulting in a very poor presentation.
