Report on the Summer 2004 Astrodynamics Specialist Conference, Providence, RI</b><span
style='font-weight:normal'><br>
David Spencer, the AIAA Technical Chair for the Conference, gave the report.
There were 124 attendees and 116 papers presented. There were 22 sessions (3
meeting rooms at a time) including 1 session, Reentry and Aeroassist Vehicle
Technology, held jointly with the Atmospheric Flight Mechanics Conference.</span></p>

<p class=MsoNormal style='margin-left:.25in;text-indent:-.25in'><b>3. &nbsp; <a
name="OLE_LINK2">Interim report on the Winter 2005 Space Flight Mechanics
Meeting, <span style='color:black'>Copper Mountain, CO</span></a></b><span
style='font-weight:normal'><br>
David Vallado, the AAS General Chair for the Conference, gave the report. At
meeting time there were 151 registered attendees and 117 papers scheduled to be
presented. There were to be 24 sessions (3 meeting rooms at a time), including
a special session on Astrodynamics Standards.</span> It appears that the
finances are close to break even with a small profit likely.</p>

<p class=MsoNormal style='margin-left:.25in;text-indent:-.25in'>&nbsp;</p>

<p class=MsoNormal style='margin-left:.25in;text-indent:-.25in'><b>4. &nbsp; Planning
for the Summer 2005 Astrodynamics Specialist Conference, <br>
Lake Tahoe, Aug 7-11</b><span style='font-weight:normal'><br>
Kathleen Howell (AAS) and Felix Hoots (AIAA) will be the General Chairs for
this conference, and Bobby Williams (AAS) and Lou D'Amario (AIAA) will be the
Technical Chairs.  Facilities have been arranged at the Embassy Suites, and
entertainment will include a tram ride culminating with dinner at Heavenly
Mountain Resort.</span></p>

<p class=MsoNormal>&nbsp;</p>

<p class=MsoNormal style='margin-left:.25in;text-indent:-.25in'><b>5.&nbsp;&nbsp;&nbsp; Planning
for the Winter 2006 Space Flight Mechanics Meeting<br>
</b><span style='font-weight:normal'>This conference will be held in the Tampa
FL area (to include Clearwater &amp; Tarpon Springs).  Paul Schumacher (AAS)
and Jose Guzman (AIAA) will be the General Chairs for this conference, Srinivas
Vadali (AAS) and Al Cangahuala (AIAA) are the Technical Chairs.  Paul is
currently looking for a �compact� meeting site.  Site selection should occur by
mid-February. Registration will be approximately $300 &amp; the hotel will
likely be under per diem.  </span></p>

<p class=MsoNormal style='margin-left:.25in;text-indent:-.25in'>&nbsp;</p>

<p class=MsoNormal style='margin-left:.25in;text-indent:-.25in'><b>6.&nbsp;&nbsp;&nbsp; Planning
for the Summer 2006 Astrodynamics Specialists Conference</b><span
style='font-weight:normal'><br>
The location of this conference is still uncertain. A possible location is Salt
Lake City (this is chosen by the AIAA GN&amp;C TC and is essentially beyond
SFMC�s control).  Ralph Sandfry (AAS) and Dan Scheeres (AIAA) will be the
General Chairs for this conference, and Alan Lovell (AAS) and Mark Pittelkau
(AIAA) are the Technical Chairs. </span></p>

<p class=MsoNormal style='margin-left:.25in;text-indent:-.25in'><b>&nbsp;</b></p>

<p class=MsoNormal style='margin-left:.25in;text-indent:-.25in'><b>7.&nbsp;&nbsp;&nbsp; Planning
for the Winter 2007 Space Flight Mechanics Meeting</b><span style='font-weight:
normal'><br>
<span style='color:black'>Michael Zedd presented slides detailing his very
thorough search of western sites for the conference, as well as his
collaboration with Carolyn Bryson of Helms-Briscoe to obtain costs for
identical services offered among the top selected property in four locations. 
Out of the many choices of sites/facilities, as well as their dates of
availability, the strong consensus of the Committee was to have the conference
in Sedona on February 11-15.  (Very little committee meeting time was used to
discuss this topic because much material was passed to the members and their
early preferences recorded via e-mails since the August 2004 meeting.)</span> 
Bob Bishop will be the AAS General Chair and Maruthi Akella will be the AAS
Technical Chair.</span></p>

<p class=MsoNormal style='margin-left:.25in;text-indent:-.25in'><b>&nbsp;</b></p>

<p class=MsoNormal style='margin-left:.25in;text-indent:-.25in'><b>8.&nbsp;&nbsp;&nbsp; Helms-Briscoe
Presentation</b><span style='font-weight:normal'><br>
Carolyn Bryson of Helms-Briscoe gave a detailed presentation on the company and
the services they can provide to the AAS as meeting planners.  The SFM Committee
is currently using Helms-Briscoe to assist in the conference site location
selection for most conferences.</span></p>

<p class=MsoNormal style='margin-left:.25in;text-indent:-.25in'><b>&nbsp;</b></p>

<p class=MsoNormal style='margin-left:.25in;text-indent:-.25in'><b>9.&nbsp;&nbsp;&nbsp; Site
Selection for the Summer 2007 Astrodynamics Specialists Conference</b><span
style='font-weight:normal'><br>
David Spencer gave a detailed presentation on Hershey, PA (including Hershey
Amusement Park) as a potential site for the conference.  Hanspeter Schaub also
spoke about Blacksburg, VA as a potential site.  Kim Luu volunteered to be the
site selection chair.</span></p>

<p class=MsoNormal style='margin-left:.25in;text-indent:-.25in'><b>&nbsp;</b></p>

<p class=MsoNormal style='margin-left:.25in;text-indent:-.25in'><b>10. Open
Astrodynamics Special Session</b><span style='font-weight:normal'><br>
David Vallado spoke about the special session scheduled for Wednesday afternoon
of this conference.  The purpose of the session, to be chaired by Felix Hoots,
is to discuss issues associated with the lack of satellite tracking data
availability from Space Command, as well as standardization within the space
community.</span></p>

<p class=MsoNormal style='margin-left:.25in;text-indent:-.25in'><b>&nbsp;</b></p>

<p class=MsoNormal style='margin-left:.25in;text-indent:-.25in'><b>11. CD
Proceedings</b><span style='font-weight:normal'><br>
Kim Luu volunteered to be the chair of a committee to determine an approach for
the conference proceedings to be available on CD-ROM.  This committee is to
provide a recommendation for the TC to consider by the August meeting.</span></p>

Terry Alfriend introduced the three new members present, Steve Crumpton, TS
Kelso and Kathie Howell, and acknowledged the other two new members, Alan
Segerman and Ralph Sandfry who were not able to attend. The minutes from the
Summer 2004 SFMC Meeting in Providence were accepted. </span></p>

Shannon Coffey presented the SFMC financial account for 2004.  The balance for
the end of 2004 was $60,521.  </span></p>

Report</b><span style='font-weight:normal'><br>
Kathleen Howell reported that the first 2 issues of 2004 are ready, both of
which are compilations of papers from the 2003 John Junkins 60<sup>th</sup>
Birthday Symposium.</span></p>

Electronic Manuscript Submission to JAS</b><span style='font-weight:normal'><br>
Ron Proulx reported on electronic submission of articles to JAS.  He and Bob
Melton are working a contract with RAH Internet Services to provide this
service.  The website will be <a href="http://www.jastrack.org/">www.jastrack.org</a></span></p>

<p class=MsoNormal style='margin-left:.25in;text-indent:-.25in'>&nbsp;</p>

<p class=MsoNormal style='margin-left:.25in;text-indent:-.25in'><b>5. Web-based
Conference Administration/Paper Submission</b><span style='font-weight:normal'><br>
Shannon Coffey reported on the website &amp; software for conference administration
and paper submission.  The site is now operational and is being used for the
2005 Astrodynamics Conference.  It allows general users to submit abstracts
(and later final papers), technical chairs to create sessions and assign papers
to sessions, and session chairs to download papers in their session.  Shannon gave
a demonstration of the on-line abstract submittal aspect of the system.  He
walked through a series of HTML screens which the user would see.  This website
should reduce the workload for both General Chairs and Technical Chairs.</span></p>

Brouwer Award</b><span style='font-weight:normal'><br>
Rao Vadali congratulated Kathleen Howell on winning the Brouwer Award for 2004
and announced that July 23 is the deadline for nominations for this year�s
