<p><b>LODGING </b></p>

<p>The conference will be held at the Wailea Marriott, located in a lovely
resort area in South Maui.<span style="mso-spacerun: yes">&nbsp; </span>Since
the month of February is the peak of the high season in Hawaii, <b>it is
imperative for attendees to make lodging arrangements as soon as possible</b><span
style='font-weight:normal'>.<span style="mso-spacerun: yes">&nbsp; </span>The
conference has negotiated a group rate of $159 single/double for a limited
number of ocean view rooms.<span style="mso-spacerun: yes">&nbsp; </span>This
is an excellent rate for the Wailea area and is also within the maximum lodging
allowance for government travelers.<span style="mso-spacerun: yes">&nbsp;

<p><b>TRANSPORTATION </b></p>

<p>Maui is served by several major carriers flying into Kahului Airport
(OGG).<span style="mso-spacerun: yes">&nbsp; </span>Direct flights from/to the
US Mainland are offered by domestic carriers, including Aloha, American, Delta,
Hawaiian, and United Airlines.<span style="mso-spacerun: yes">&nbsp;
</span>Most international flights will require a connection through Honolulu
(HNL) on the island of Oahu.<span style="mso-spacerun: yes">&nbsp; </span>For
local area travel, Hawaiian and Aloha Airlines handle the bulk of interisland
flights, and multiple car rental and taxi agencies operate at Kahului
Airport.<span style="mso-spacerun: yes">&nbsp; </span>Public transportation is
available on a limited schedule (<a
href="http://www.akinatours.com/maui_shuttle.htm">Maui Shuttle Services</a>)
but does not include a stop at the airport currently.</p>

<p>Directions to the Wailea Marriott:<span style="mso-spacerun: yes">&nbsp;
</span>Kahului Airport is 16 miles from the conference hotel in Wailea.<span
style="mso-spacerun: yes">&nbsp; </span>Exit the airport on Keolani Pl.<span
style="mso-spacerun: yes">&nbsp; </span>Stay in the middle lane and continue
onto Dairy Rd (Hwy 380).<span style="mso-spacerun: yes">&nbsp; </span>Turn left
onto South Puunene Ave (Hwy 350).<span style="mso-spacerun: yes">&nbsp;
</span>Puunene Ave veers right and becomes Mokulele Hwy (Hwy 311).<span
style="mso-spacerun: yes">&nbsp; </span>Continue on Mokulele Hwy for 6.4 mi
(10.3 km).<span style="mso-spacerun: yes">&nbsp; </span>Turn left onto Piilani
Hwy (Hwy 31) and continue until the highway ends.<span style="mso-spacerun:
yes">&nbsp; </span>Turn right onto Wailea Ike Dr and continue downhill.<span
style="mso-spacerun: yes">&nbsp; </span>Turn right onto Wailea Alanui Dr.<span
style="mso-spacerun: yes">&nbsp; </span>The entrance to the Wailea Marriott is
0.1 mi (0.16 km) away on the left.<span style="mso-spacerun: yes">&nbsp;
</span>Total driving time is approximately 30 min.</p>

<p><b>PAPER PRESENTATIONS </b></p>

<p>Technical sessions will start at 8:30 AM and 1:30 PM each day.<span
style="mso-spacerun: yes">&nbsp; </span>Presentations are tentatively scheduled
for 20 min: 15 min for the presentation and 5 min for questions.<span
style="mso-spacerun: yes">&nbsp; </span>Speakers must adhere to this time
allotment so that attendees may schedule their time between parallel sessions.<span
style="mso-spacerun: yes">&nbsp; </span>Please note that a strict <b>NO
PAPER/NO PODIUM</b><span style='font-weight:normal'> rule is enforced, i.e.,
speakers will not be allowed to present their work if they have not provided 50
copies of the written paper.</span></p>

<p>Speakers will have access to a computer with CD-ROM drive, LCD projector,
and overhead projector for their presentations.<span style="mso-spacerun:
yes">&nbsp; </span>If using the computer projection system, speakers should
contact their session chairs to load their briefings.<span style="mso-spacerun:
yes">&nbsp; </span>Additional A/V equipment requests must be made no later than
1 Jan 04; please contact <a

<p><b>SPEAKERS' BRIEFINGS </b></p>

<p>Authors <u>who are making presentations</u> and session chairs will meet for
a short briefing at 7:30 AM on the morning of their session.<span
style="mso-spacerun: yes">&nbsp; </span>A continental breakfast will be served.</p>

<p><b>PAPER PREPRINTS AND CONFERENCE PROCEEDINGS</b></p>

<p>Authors are required to bring 50 copies of their paper to the
conference.<span style="mso-spacerun: yes">&nbsp; </span>The preprints will be
on sale for $1.00 per paper in a designated room adjacent to the meeting rooms.<span
style="mso-spacerun: yes">&nbsp; </span>Bound copies of the conference proceedings
may be ordered at the registration desk at a reduced prepublication cost.<span
style="mso-spacerun: yes">&nbsp; </span>Orders for the conference proceedings
will be accepted at the time of registration.<span style="mso-spacerun:
yes">&nbsp; </span>After the conference the proceedings will approximately
double in cost.</p>

<p>A fun and exciting social program is integrated into the conference.<span

<p><b>LOCATION AND AREA ATTRACTIONS</b></p>

<p>Maui is one of the most remarkable places on Earth.<span
style="mso-spacerun: yes">&nbsp; </span>The Valley Isle is blessed with natural
beauty, pleasant climate, varied terrain and coastline, abundant flora and
fauna, rich cultural history, and gentle society. <span style="mso-spacerun:
yes">&nbsp;</span>Geographically speaking, the island is approximately 48 by 26
miles totaling 728 square miles, second largest among the Hawaiian
Islands.<span style="mso-spacerun: yes">&nbsp; </span>The landmass is roughly
divided between the older West Maui mountains, stately Haleakala to the south,
and connecting them, a narrow isthmus forming Central Maui.<span
style="mso-spacerun: yes">&nbsp;&nbsp; </span>The local population of 120,000
makes up a diverse society with many Pacific Rim, European, and Caribbean
cultures contributing to the mainstream.<span style="mso-spacerun: yes">&nbsp;
</span>Hawaiian and Polynesian influences are evident in everyday life, from

industry brings big-city amenities, including fine dining, world-class resorts
and spas, numerous retailers and galleries, and an abundance of activity

of luxurious resort areas and pastoral countryside, sunny beaches and lush
rainforest, and balmy coastlines and the stark crater of Haleakala delineate
the environment of Maui.</p>

yes">&nbsp; </span>Beaches are rarely crowded, and conditions for water sports are
ideal.<span style="mso-spacerun: yes">&nbsp; </span>Other choices include golf,
tennis, biking, hiking, caving, horseback riding, and visiting historical and

undisputed highlight of the winter season is the annual migration of North
Pacific humpback whales to the Hawaiian Islands to mate and give birth.<span

whale-watching cruise and a helicopter tour of the island, snorkeling or diving
in Makena, at Molokini, and off Ulua Beach, driving to Hana through the
waterfall-studded rainforest, watching the surfers at Hookipa, and kayaking,
canoeing, or hiking the Keoneoio coast.<span style="mso-spacerun: yes">&nbsp;
</span>If time permits, visits to the neighbor islands of Kauai, the Big Island
of Hawaii, Molokai, and Lanai are highly suggested, as each island possesses a
